The time scale of the targets was not yet establish taking into consideration that the evaluation depends on the following aspects: there were not enough data at the national level; the decision on the GES establishment will be updated by the EC based on the results obtain from the MS during the first reporting cycle (2012) and there were insufficient data regarding the inputs from the third countries of the Black Sea Region.
