Measure description |
The measure refers to the human activities in the marine environment mentioned/listed in art. 8 of Directive 2014/89/EU establishing a framework for maritime spatial planning. The measure does not cover military activities. The measure implementation involves preparatory activities for amending/adapting national legislation if necessary, public and sectoral consultations, and legislation adaptation. |
This measure was developed as a coordinated measure between Romania and Bulgaria in the framework of the project ""Technical and administrative support for the joint implementation of the Marine Strategy Framework Directive in Bulgaria and Romania - Phase 2"".
The measure is necessary in the context of the extension of some marine protected areas (eg ROSCI 0026 Vama Veche – 2 Mai, ROSCI 0273 Cape Tuzla marine area, etc. and the designation of new ones.
Its effective implementation requires the following steps:
1. Reassessment of the types and conservation status of habitats and species within Marine Protected Areas under the Marine Strategy Framework Directive;
2. Develop / Review / update management plans for Marine Protected Areas, if necessary, and implement the conservation, protection, restoration and management measures included therein. |
The measure was developed as a joint measure between Romania and Bulgaria within the project ""Technical and administrative support for the joint implementation of the Framework Directive"" Strategy for the Marine Environment ""in Bulgaria and Romania - Phase 2""
The measure aims to early detect new non-indigenous species and reduce their impact on native components of the ecosystem. The implementation of the measure requires the following actions: equipping ships with ballast water treatment plants in order to destroy non-native invasive species of pathogens, cysts; increasing the technical capacity of supervisory authorities (ensuring a sufficient number of vessels available with the necessary technical equipment for regular and unannounced inspections and with appropriate equipment for sampling and analysis; equipping and accrediting specialized laboratories for ballast water analysis; increasing the administrative/technical capacity of the staff sampling and analyzing ballast water samples (increasing the number of inspectors and laboratory staff); carry out monitoring programs dedicated to risk areas (e.g. ports) for the early detection of non-indigenous; implement a standardized methodology for collecting and monitoring non-indigenous species in port areas. |
The measure is necessary for the permanent knowledge of the non-indigenous species introduced into the Black Sea in different ways. There is a need for continuous collaboration between the group of experts and sectoral organizations, research institutes, etc. to provide information and observations on newly introduced non-indigenous species. The implementation of the measure requires the following actions: establishment of a group of experts to permanently update the list of invasive species; carrying out annual monitoring programs dedicated to risk areas (ports) for continuous updating of the list of species; awareness-raising campaigns of various professional groups (fishermen, beach operators, farmers, divers, port operators, etc.) on the provision of information / observations related to the presence of invasive species. |
The measure consists in developing and maintaining an up-to-date noise register that records, spatially and temporally, the activities on the sea that generate noise.
The elaboration and permanent updating of the noise register allows a better understanding of the activities in the marine environment, generating noise. The data included in this register can be used in future tools to assess the impact of these activities on the marine environment. |
