Monitoring strategy description
Cyprus implemented the program code MALCY-D0142-03 (turtle monitoring program) and it is listed as active. The monitoring program is conducted yearly in the coastal and land areas of Cyprus with emphasis on the protected areas of LARA, Polis, and Yalia. The indicative species are Chelonia mydas and Caretta caretta. It is noted that Dermochelys coriacea has been rarely observed in Cyprus waters. The monitoring program is based on the guidelines of Demetropopoulos Hadjichristophorou (1995), MSFD criteria and indicators of species distribution, distributional range, distributional pattern within the latter, population size, population abundance and/or biomass, population condition, population demographic characteristics, and UNEP/MAP (2013) criteria and indicators of distributional range, population abundance, population demographic characteristics, and distributional pattern of certain coastal and marine habitats listed under SPA protocol- reptiles only. DFMR is involved in the Life Euroturtles European program (LIFE15NAT/HR/000997) to improve the conservation status of the sea turtle populations and has been ongoing since 2016. Through this program the DFMR is involved with regulations for reducing anthropogenic impacts at nesting sites, mitigation of threats at nesting sites, rescue centers and networks: increasing sea turtle rehabilitation capacity, reducing the impact of ghost gear in turtles (OC-UCY); and visibility, dissemination, and networking. The three areas around Cyprus involved with this program is Lara-Toxeftra, Polis-Yialias, and Softades-Pervolia.

Data on the abundance and spatial distribution are collected during aerial surveys at the basin level. Data collection followed standard aerial survey procedures for Distance Sampling-based surveys with respect to sighting and effort data.

Gaps and plans
Continuation of all sub programs under program MALCY-D0142-03 and adherence to the “Guidelines for an Offshore Environmental Baseline Survey for Oil and Gas Exploration Activities in Cyprus” will help to expedite a change in GES from partial coverage to coverage. Additionally, continued participation in the Euroturtles European program will also help to reestablish GES for this biodiversity component. There are no other recommendations to achieve GES for this biodiversity component at this time.

Regarding the assessment of the criteria D1C1, sporadic data on bycatch is collected through the National Stranding Network (Protocol for Alerting and Monitoring of dead, sick or injured strictly protected marine species (marine mammals, sea turtles and cartilaginous fish). The Programme of Measures pursuant to Article 13 of the Marine Strategy Framework Directive includes several activities which address this issue. Implementation of monitoring and assessment of the extent of incidental catches by using observers on fishing vessels and by targeted data collection is planned within the measure 3.8.1 Analyze the risks of incidental catch of turtles, marine mammals, sharks, rays and seabirds by different fishing gear. From 2019 fishing sector has the obligation to record and to report bycatch of endangered species, including all species of se turtles, through Croatian national data collection programme conducted by the Ministry of Agriculture. Moreover, further research is needed to assess the impact of pressures on populations of sea turtles.

Programme description
The biodiversity monitoring programmes focuses on the distributions and abundances of birds, mammals, reptiles, fish and cephalopods (relating to Descriptor 1). The programmes capitalize in part on existing monitoring programmes. It addresses the MSFD biodiversity indicators as well as several of the indicators of Ecological Objective 01 adopted by the Contracting Parties of UNEP / MAP (2013) and aims to support the formal establishment of indicators and targets. The programmes also aim to generate a comprehensive assessment of marine species distribution and population size for all important species as well as potentially identify impacts and threats. The DFMR has implemented “Guidelines for an Offshore Environmental Baseline Survey for Oil and Gas Exploration Activities in Cyprus (DFMR, 2017)” to provide a current status of the environment prior to commencing activities in the oil and gas lease areas. Per these requirements, sediment samples are taken to assess the macrofaunal communities during Environmental Baseline Surveys (EBS) in the Economic Exclusion Zone (EEZ). The Cyprus fish and cephalopods monitoring programme focuses on state characteristics that describe the distributions, abundances, and demographic characteristics of demersal fish and cephalopods found in Cyprus waters. Moreover, shifts in these established indicators, e.g., population/age structure, may capture the effects of fishing (pressure). The programme uses data from the established Mediterranean International Trawling Survey (MedITS) to complement the three indicators and targets established in 2012 for fish, with additional ones for fish and cephalopods that will be formally established in 2018. The water column habitats monitoring programme addresses the state of the physicochemical conditions of the water column of Cyprus waters, and abundance and biomass of phytoplankton and zooplankton. Moreover, the programme assesses trends in their abundance and biomass with time, as groups with fast turnover times at the base of the food web. This programme establishes many baseline-level values against which the eutrophication (MALCY-D05) and hydrographical changes (MALCY-D07) monitoring programmes will assess their results. The Game Fund Service methodology was used and consisted of monthly bird observations in each investigation area. The monitoring program followed the MSFD criteria and indicators of species distribution, distributional range, distributional pattern within the latter, population size, and population abundance and/or biomass; and UNEP/MAP (2013) criteria and indicators of distributional range, population abundance, and population density. The physicochemical parameters of the water column include master-variables that control the productivity of the food web and the habitability of the water column. Establishing baseline values at suitable reference stations can already be achieved from existing data for coastal waters (UNEP/MAP, WFD, and Nitrates Directive monitoring) as well as territorial waters for some parameters. Expansion beyond the coastal zone will allow the firm establishment of baseline conditions for these master-variables that are only otherwise known from occasional research studies in the region. D1 Biodiversity - Mammals and Reptiles The monitoring methods implemented in previous surveys in the region (eg. Ryan at al., 2014) and/or those recommended by a regional body, eg. ACCOBAMS (Agreement on the Conservation of cetaceans in the Black Sea Mediterranean Sea and Contigous Atlantic Area) are implemented. Mortality monitoring is conducted according to cetacean and turtle strandings programme procedures. For the marine turtles the monitoring follows the “Manual for the Conservation of Marine Turtles in the Mediterranean, (1995) UNEP(MAP/SPA) IUCN/CWS/Fish. Dept. MANRE (Cyprus)” and the “Addendum 1 – Conservation Practices, Manual for the Conservation of Marine Turtles in the Mediterranean (2008)”. Las actividades que se engloban dentro de este programa son muy variadas. A continuación, se describe brevemente su metodología: 1. Avistamientos sistemáticos mediante visitas regulares a determinados puntos a lo largo de la costa. Estos permiten evaluar las variaciones estacionales, además de las interanuales, en lo que se refiere a presencia y abundancia relativa. 2. Avistamientos oportunistas de cetáceos y tortugas cuya información asociada será recopilada por diversas instituciones. Como por ejemplo los posibles avistamientos de cetáceos realizados desde las aeronaves de Inspección Pesquera del MAPA. 3. Marcado, utilizando varios tipos de marcas que permiten el seguimiento de los individuos, desde las que archivan la información y luego deben ser recuperadas, a las de posicionamiento por satélite que permiten un seguimiento de los ejemplares en tiempo casi real. 4. Biopsias, que a diferencia de la toma de muestras de animales varados (recogida en MT-5) permiten controlar en el tiempo y el espacio el muestreo y la calidad de las muestras, al ser obtenidas de individuos vivos. Los protocolos de análisis del material genético, contaminantes, ácidos grasos, isótopos estables y otros marcadores naturales obtenidos a partir de esta técnica han sido ya desarrollados y consensuados internacionalmente. 5. Como complemento a las metodologías de foto-identificación y “distance sampling”, se utilizarán métodos de acústica pasiva, en coordinación con las labores de seguimiento del ruido submarino (D11) encuadradas en los programas de seguimiento RS. Los dispositivos utilizados serán hidrófonos con un dispositivo de grabación asociado y un software que permite procesar e identificar las señales bioacústicas recibidas en el mar. El fondeo de hidrófonos es una técnica no invasiva que puede ser utilizada para clasificar los mamíferos marinos presentes, detectar patrones de migración o estimar la densidad de población de diferentes especies de cetáceos.
Se utilizarán dos técnicas para determinar la abundancia absoluta de las poblaciones: a. Captura-marca-recaptura (utilizando marcas naturales) basada en la foto-identificación individual de los ejemplares y siguiendo el diseño de muestreo denominado “Robust Design approach”. b. Campañas de conteo de individuos a lo largo de transectos lineares predefinidos, utilizando la metodología “distance sampling” para estima de abundancia y densidad, usando como plataforma de observación embarcaciones o aeronaves. La elección de una técnica u otra depende de la extensión del área a monitorizar, el tamaño de la población y el grado de residencia de los individuos. En el caso de las tortugas, estas campañas se realizarán preferiblemente con aeronave y será necesario disponer además de información sobre el tiempo que pasan en superficie para cada demarcación marina (zona nerítica) mediante telemetría satelital. En el caso de la tortuga verde (Chelonia mydas), en la demarcación canaria, se realizarán campañas específicas en las localidades conocidas por presencia de esta especie, que podrán requerir inmersiones (equipo autónomo o snorkel). También se utilizará la foto-identificación, mediante la toma de fotos de las escamas cefálicas durante las inmersiones. Así mismo, se podrá explorar el uso de drones para el conteo de ejemplares. La foto-identificación será la técnica a utilizar en las unidades de gestión UG2, UG4, UG6, UG8 y UG24 (Tursiops truncatus) y UG18 (Orcinus orca). Para el resto de las UG se realizarán campañas basadas en el conteo de individuos a lo largo de transectos predefinidos. En ambos casos, se recopilará información sobre la presencia y número de tortugas. Además, y teniendo en cuenta la frecuencia de muestreo (trienal) de las campañas dedicadas a lo largo de transectos y los requerimientos temporales de la Directiva, se hará uso de la información de avistamientos sistemáticos proporcionada por el equipo de observadores a bordo de las campañas oceanográficas del IEO de prospección de recursos marinos. El análisis de esta información proporcionará estimas de densidad de las especies en las demarcaciones marinas, a mayores de entender qué factores determinan los patrones de distribución y el solapamiento con presiones antropogénicas como puede ser la pesca, ruido, etc. Ver información completa en https://www.miteco.gob.es/es/costas/temas/proteccion-medio-marino/estrategias-marinas/

Estas campañas serán llevadas a cabo desde embarcación o aeronave basando la decisión entre una u otra plataforma en criterios de accesibilidad y económicos. En el caso de las tortugas, será necesario disponer además de información sobre el tiempo que pasan en superficie para cada demarcación (zonas oceánicas) mediante telemetría satelital. Además, y teniendo en cuenta la frecuencia de muestreo (trienal) de las campañas dedicadas a lo largo de transectos y los requerimientos temporales de la Directiva, se hará uso de la información de avistamientos sistemáticos proporcionada por el equipo de observadores a bordo de las campañas oceanográficas del IEO de prospección de recursos marinos. El análisis de esta información proporcionará estimas de densidad de las especies en las demarcaciones marinas, a mayores de entender qué factores determinan los patrones de distribución y el solapamiento con presiones antropogénicas como puede ser la pesca, ruido, etc. También se incorporará la información resultante de las actividades de seguimiento realizadas sistemáticamente por los gobiernos y entidades de carácter autonómico o local que compartan sus datos con el MITERD. Siguiendo las recomendaciones del ICES WG sobre bycatch, y otras iniciativas, se considera necesario realizar una evaluación de riesgo para identificar aquellos segmentos de la flota/áreas/períodos de tiempo con un mayor riesgo de captura accidental de cetáceos y tortugas. Esta evaluación de riesgo se llevará a cabo siguiendo la metodología empleada internacionalmente (e.g. ISO) e incluirá una determinación de la probabilidad de la interacción entre la actividad pesquera y los cetáceos/tortugas con base en: a. el solapamiento espacial/temporal entre mapas de esfuerzo y de densidad de las diferentes especies; b. y la información proveniente de otras fuentes (entrevistas, varamientos, bibliografía, observadores, diarios de pesca, etc.). Tomando como base los resultados obtenidos en esta evaluación, se diseñará un programa de muestreo que consistirá en: 1. La monitorización de la actividad de la flota mediante observadores a bordo (coordinación con el Programa Nacional de Datos Básicos y mediante observadores específicos con un objetivo doble, obtener información del nivel de interacción a escala global y obtener estimas fiables en aquellos métiers identificados como prioritarios). El programa de observadores se adaptará para cubrir aquellas flotas pesqueras con mayor incidencia de capturas adicionales, de acuerdo al análisis del riesgo realizado. 2. Los datos procedentes de las anotaciones en los diarios de pesca y la evaluación de la posibilidad de establecer sistemas de cámaras a bordo, para lograr una mayor cobertura del esfuerzo (con su eficacia testada mediante el proyecto piloto). 3. Entrevistas a patrones y pescadores, para establecer una cooperación efectiva con el sector, identificar flotas/artes adicionales con altos niveles de interacciones y facilitar la búsqueda de medidas de mitigación. El diseño de muestreo pretende asegurar una cobertura suficiente para ser representativo y obtener estimas fiables de captura accidental en el conjunto de la demarcación.
El programa contará con: 1. una base de datos a nivel estatal para la recopilación y unificación de los datos relacionados con varamientos que hayan sido notificados a los sistemas regionales de gestión de varamientos; 2. un protocolo consistente de respuesta ante un varamiento y sus posibles respuestas (reflote, rehabilitación, eutanasia, necropsia y/o recolección de muestras) basado en directrices internacionales; 3. la recolección, almacenamiento y análisis de las muestras; 4. y el asesoramiento científico a las autoridades relevantes. Ce programme consiste à recenser de tortues marines par les correspondants du Réseau Tortues Marines de Méditerranée Française (RTMMF) pour la SRM MO, coordonné par la Société Herpétologique de France, et par le Réseau Tortues Marines de l'Atlantique Est (RTMAE) en Atlantique (SRM MEMN, MC, GdG nord et sud), coordonné par l'Aquarium La Rochelle. L'échantillonnage est opportuniste et se fait de manière continue tout au long de l'année, sur l'ensemble du littoral des quatre sous-régions marines. Le protocole repose dans un premier temps sur le signalement des tortues vivantes ou mortes, échouées ou capturées accidentellement dans des engins de pêche, puis sur une collecte de données biométriques sur les individus échoués. Les tortues sont ensuite transférées dans des centres de soins, où selon l'état de l'espèce, des autopsies, dissections, prélèvements ou encore dénombrements des déchets ingérés pourront être mis en œuvre. Pour le deuxième cycle, il est surtout envisagé d'améliorer le diagnostic des causes de mortalité, en augmentant notamment le nombre d'autopsies réalisées par des vétérinaires, mais aussi de systématiser les analyses squeletto-chronologiques et génétiques sur les espèces échouées afin de mieux comprendre les caractéristiques démographiques des populations ainsi que leur répartition spatiale.
Pour ce sous-programme, un seul dispositif de surveillance existant dans le cadre de la politique commune des pêches (PCP) permet de collecter des données ponctuelles de captures accidentelles de mammifères marins et tortues marines : le dispositif « Observation des captures en mer (OBSMER) ». Mis en œuvre par la Direction des pêches maritimes et de l'aquaculture, ce suivi consiste en des observations d'animaux capturés accidentellement effectuées tout au long de l'année par des observateurs embarqués sur des navires de pêche volontaires de plus de 12m, sur l'ensemble des côtes métropolitaines, selon une stratégie d'échantillonnage élaborée pour l'évaluation des captures et rejets d'espèces commerciales. Les données ponctuelles de captures accidentelles d'oiseaux marins, de mammifères marins et de tortues marines, relevées en parallèle, pourraient alimenter l'évaluation de l'impact de la pêche sur l'état des populations
