GES description D3 Commercial fish and shellfish
It is proposed that the definition of GES what is established in the Common Fisheries Policy, i.e.: By 2020 the exploitation rate of Maximum Sustainable Yield will be reached for all stocks. This definition implies the simultaneous assessment of the two criteria D3C1 and D3C2. The status is designated as "good" when they are met while Factual>=Fmsy and SSBactual is >=SSBmsy
The populations of all commercially exploited fish and crustaceans are within safe biological limits, with a population distribution by age and size that reflects the good health of the stock (Directive 2008/56/EC).
The good status of the marine environment in relation to the descriptor for the quality of Populations of fish and shellfish commercially exploited (D3) is achieved when populations of these are within safe biological limits and have an age and population size distribution that is indicative of a healthy stock in a larger region of the sub-region or region.
Demersal and pelagic stocks: GES is not reached on the level of the whole Adriatic (GSA17 + GSA 18). State of the stocks in the territorial waters of Croatia is in the better state than in the rest of Adriatic. Coastal stocks: GES is not possible to assess. Shellfish stocks: GES is not possible to assess.
The marine environment of Cyprus is considered to be in good environmental status by the year 2020 if: (a) no stock is exploited beyond safe biological limits; If Fmsy (or his proxy F0.1) is not known, it will be assessed based on reported captures/biomass index, (b) The spawning stock biomass (SSB) is at a level capable of providing MSY or higher. If SSB is not known, the biomass index from trawl survey will be assessed, (c) Each fish stock contains a high percentage of adult fish and an adequate/normal population structure..
D3C1 Fishing mortality rate (F) (3.1, 3.1.1, 3.1.2)
The fishing mortality rate on populations of commercially exploited species shall be equal to or less than the level that would produce the maximum sustainable yield. Appropriate scientific bodies shall be consulted in accordance with Article 26 of Regulation (EU) No 1380/2013 (Decision 2017/848/EU).
All the target species exploited by commercial fishing subject to national and international management plans, together with the main species of small pelagics (anchovies and sardines), are subject to sustainable fishing pressure and the biomass of the spawners is kept within precautionary limits...
Trends in ratio landings/biomass are stable or decreasing and generally below the long-term historical average over the 6-year assessment period.
Fish and shellfish stocks in Croatia, as part of EU waters are assessed and managed at the regional level (GSA 17 + GSA 18)), apart from some inshore coastal stocks which are assessed and managed at the national (Member State or sub-Member State) level. Apart from inshore stocks, scientific assessments of the state of fish stocks, management reference points and the extent of fishing activity are provided to the European Commission by STECF and GFCM. According to criterion D3C1 for demersal and pelagic stocks GES is not reached, while for coastal and shellfish stocks it is not possible to assess.

D3C2 Spawning stock biomass (SSB) (3.2, 3.2.1, 3.2.2)
The spawning stock biomass of commercially exploited populations of species is above the level that would allow the maximum sustainable yield to be achieved. Appropriate scientific bodies shall be consulted in accordance with Article 26 of Regulation (EU) No 1380/2013 (Decision 2017/848/EU).

The primary measure for the state of a stock is the spawning stock biomass (SSB), which provides a measure of the reproductive potential of a stock.

The size distribution of commercially exploited species of fish and cephalopods, in comparison with long-term historical average, is indicative of healthy stocks.
Since last reported GES determination no significant changes were noticed in the population age/size distribution. According to D3C3 criterion GES is reached for all features.

D3: The GES definition is placed at the descriptor level according to the data currently available for the assessment of the situation.
Justification for delay in setting EU/regional requirements
D3: According to ICES, the GES assessment of fisheries resources is based only on stocks for which maximum sustainable yield (MSY) can be calculated (ICES. 2016). In the case of the Gulf of Lion anchovy stock, there is no reference point for the fishing mortality rate and therefore criterion D3C1...
