Monitoring strategy description
Cyprus has implemented the program code MALCY-D08 in the geographical area of MAL-CY-MS to monitor pollutants in sediments and organisms (fish) and the investigation of pollution from accidental or illegal discharges. Under this program are the following sub programs. Sub program code MALCY-08-01 conducted yearly in the marine areas of Cyprus particularly the DFMR 2000/60/EC sampling stations. This sub program monitors pollutants in sediments. Sediment sampling is conducted using the CYS EN ISO 5667-19:2004, Water quality – Sampling - Part 19: Guidance on sampling in marine sediments, CYS EN ISO 5667-15:2009, Water quality – Sampling - Part 15: Guidance on the preservation and handling of sludge and sediment samples. Sediment samples (0 to 2 cm and 2 to 4 cm) are collected in triplicate at each sampling station using a Van Veen grab and placed into the appropriate sample container. The samples are analysed for nickel, lead, chromium, copper, cadmium, mercury, zinc polychlorinated biphenyls, polycyclic aromatic hydrocarbons at the State Chemical Laboratory following the methods outlined in DFMR (2020). The monitoring program follows the MSFD criteria and indicators of concentration of contaminants measured in the relevant matrix in a way that ensures comparability with the assessments under Directive 2000/60/EC, effects of contaminants, and occurrence, origin (if possible), extent of significant acute pollution events and their impact on biota physically affected; the UNEP/MAP (2013) criteria and indicators analysing concentration of key harmful contaminants in biota, sediment, or water, and occurrence, origin (if possible), extent of significant acute pollution events and their impact on biota physically affected. The DFMR (2020) report provided data from 2013 to 2019 for heavy metals and polycyclic aromatic hydrocarbons in sediments. Data was compared to the United States effects range low values and Italian standards due to no European or Regional standards being available. Only minimal polycyclic aromatic hydrocarbons were observed and mainly in 2017 with all being below the referenced standards. The majority of the nickel, lead, cadmium, chromium, and copper sediment concentrations exceeding the United States and Italian standards. Monitoring of contaminants, selected in accordance with the Directive 2000/60/EC, within coastal and territorial waters. Contaminant monitoring data provides an overview of chemical status of water bodies within coastal and territorial waters, as well as information on spatial and temporal changes, impacts and pressures. Monitoring strategy's main objectives are protection and improvement of quality of water bodies. Gaps and plans
Program D8 – Full GES coverage can be further achieved by collating seawater and sediment data already provided to the Cypriot environmental authorities by oil and gas operators into a central searchable data base. This database will allow for the calculation of baseline average (± standard deviation) concentration for each naturally occurring contaminant investigated. Future concentrations sampled after anthropogenic activity (i.e. drilling) can be compared against the baseline average in order to determine potential impacts resulting from that activity.

Programme description
The Cyprus contaminants monitoring programme focuses on a pressure, contaminants, and evaluates their concentration in sediments and biota, as well as the frequency and magnitude of contaminant release through spills and illegal discharges. These components of the programme were decided jointly with other Mediterranean EU member-states . The programme capitalizes on the existing monitoring programme in the framework of MedPOL (UNEP/MAP) already measuring contaminants in biota, as well as sampling methodologies in the framework of WFD. This programme addresses in whole or in part the relevant indicators of Ecological Objective 09 adopted by the Contracting Parties of UNEP/MAP (2013). Three sub-programmes are running under this programme : 1. Contaminants in sediments (MALCY-D08-01), 2. Contaminants in biota (MALCY-D08-02), 3. Spills and illegal discharges (MALCY-D08-03) DFMR has implemented “Guidelines for an Offshore Environmental Baseline Survey for Oil and Gas Exploration Activities in Cyprus (DFMR, 2017)” to provide a current status of the environment prior to commencing activities in the offshore oil and gas lease areas. Per these requirements, sediment samples are taken to assess the chemical constituents including hydrocarbons, nutrients, metals, and radioactive compounds in the sediments within the lease areas during Environmental Baseline Surveys (EBS) in the Economic Exclusion Zone (EEZ).

An on-going monitoring program for the assessment of the environmental status in Croatian coastal and territorial waters has been carried out in accordance to the requirements of the MSFD (2008/56/EZ) and WFD (2000/60/EC). The criteria proposed by the EU Commission decision (EU) 2017/848, has been applied for the assessment of environmental status in regard to Descriptor 8. Assessment of adverse effects of contaminants on species populations and biological communities has been based on monitoring of biological effects of contaminants on selected marine organisms (D8C2).
There is not yet an agreed definition of "significant acute pollution events" on the EU or the national level. The elements for assessment are significant acute pollution events involving polluting substances, including crude oil and similar compounds. The spatial extent and duration of such events needs to be monitored. No threshold values have been set for the criteria D8C3 therefore, the criteria is not applied for the assessment of the status of the environment.

The criteria proposed by the EU Commission decision (EU) 2017/848, has been applied for the assessment of environmental status in regard to Descriptor 8. The concentrations of priority (hazardous) substances, specific pollutants and certain additional contaminants, for which the environmental quality standard is defined by the Directive 2008/105/EC, were monitored within coastal and territorial waters in relevant matrices (water, sediment and biota) (D8C1). The obtained results were compared to the set EQS values and the one-out-all-out principle was applied for determination of the status of the environment.

Skladno s Sklepom Komisije (EU) 2017/848 se program Monitoring koncentracij onesnaževal nanaša na element meril Onesnaževala in merilo Koncentracije onesnaževal (D8C1). V okviru programa se spremlja pripadajoče elemente in parametre, ki predeljujejo stopnjo pritiska v morskem okolju in posredno tudi stopnjo pritiska pri viru.
Na podlagi določb ODMS in Sklepa Komisije (EU) 2017/848 se monitoring znatnih akutnih onesnaženj in z njimi povezanih onesnaževalnih snovi izvaja skladno z Direktivo Evropskega parlamenta in Sveta 2005/35/ES z dne 7. septembra 2005 o onesnaževanju morja z ladij in uvedbi kazni za kršitve.

Se recopila y analiza la información publicada sobre las cantidades de hidrocarburos extraídos o inyectados, controladas en el marco de la política energética nacional y puesta a disposición del público a través de diferentes páginas web (www.cores.es, www.enagas.es).
Se analiza la información generada por las distintas autoridades responsables en el marco de sus competencias, esto es: Puertos del Estado y las autoridades portuarias facilitan información relativa a las modificaciones de los puertos que conlleven la creación/modificación de infraestructuras portuarias o que den lugar a nuevas áreas del fondo marino selladas. En cuanto a las modificaciones de puertos autonómicos, estas se identifican haciendo uso de la comparativa de fotografías aéreas en distintos años procedentes del Plan Nacional de Ortofotografía Aérea. Para realizar este análisis se utilizan herramientas GIS.
El análisis de la densidad de tráfico marítimo se realiza mediante el procesado de datos AIS facilitados por SASEMAR. Los datos de intensidad de tráfico marítimo en dispositivos de separación de tráfico marítimo los publica SASEMAR mientras que la información relativa a los puertos de interés general la publica Puertos del Estado.
Salvamento Marítimo (SASEMAR, Dirección General de la Marina Mercante) registra información de las incidencias relativas a posibles episodios de contaminación en el mar, a través de su programa de vigilancia aérea y satelital y su sistema de información de emergencias, que alimenta la base de datos de la Agencia Europea de Seguridad Marítima (EMSA). Desde 2019, SASEMAR también alimenta el informe anual de Vigilancia Aérea que publica el Acuerdo de Bonn, suministrando las contaminaciones registradas en la Zona del Golfo de Vizcaya incluida en el acuerdo. En el marco de este programa de seguimiento se llevará a cabo un análisis de la información facilitada por Salvamento Marítimo, que previsiblemente incluirá la fecha y coordenadas geográficas del punto del accidente, el origen del vertido, así como su extensión y volumen. De la base de datos de los posibles incidentes de contaminación en el medio marino, se seleccionarán aquellos episodios que hayan dado lugar a manchas contaminantes con una superficie mayor de 1 km2 y con origen conocido. Esto permitirá descartar su acumulación o reiteración en determinadas zonas. En caso de que durante la vigencia de este programa de seguimiento se alcanzara algún consenso a nivel regional o europeo sobre la definición de evento significativo de contaminación aguda, este programa se adaptaría y se comenzarían a aplicar los términos acordados. Para los casos en que se produzca un episodio de contaminación aguda, el MITERD tiene previsto publicar una Guía de actuación ante fauna petroleada, en coordinación con las CCAA, en la cual se basará el seguimiento de los efectos adversos de estos episodios sobre especies marinas.
Se recopilará la información entre las unidades administrativas competentes en cada uno de los indicadores asociadas a los objetivos.
Para las demarcaciones noratlántica y sudatlántica, pertenecientes al Convenio OSPAR, la información de entradas de contaminantes (cadmio, mercurio, cobre, plomo, zinc, γ-hexaclorociclohexano y bifenilos policlorados) al mar por vertidos directos y aportes desde ríos se produce y compila siguiendo las instrucciones del Programa RID de OSPAR (OSPAR CEMP guidelines for coordinated monitoring for eutrophication, CAMP and RID (Agreement 2016-05), Revised in 2018). Para el resto de demarcaciones y/o sustancias: - los vertidos desde tierra y procedentes de la acuicultura se caracterizan en base a la información ofrecida por el Registro Estatal de Emisiones y Fuentes Contaminantes (Registro PRTR). No todas las instalaciones que realizan vertidos al mar están obligados a enviar información a este Registro, sino sólo aquellas que superan los umbrales que se especifican en el Real Decreto 508/2007, por el que se regula el suministro de información sobre emisiones del Reglamento E-PRTR y de las autorizaciones ambientales integradas, y sus modificaciones posteriores. La información que se ofrece no es, por tanto, exhaustiva, sino que tiene en cuenta las instalaciones más grandes. De este Registro, se seleccionan aquellos complejos que vierten al litoral, y se le asocian las cargas de contaminantes de las que han informado en el periodo de estudio. La definición de litoral es entendida en el mismo en sentido amplio, incluyendo también el dominio público marítimo-terrestre al que dan lugar las aguas de transición. - Los aportes desde ríos se analizan con información facilitada por la Dirección General del Agua o las Comunidades Autónomas que recopila información sobre el volumen de vertido y las cargas totales aportadas de las siguientes sustancias: cadmio, mercurio, cobre, plomo, zinc, alfa-hexaclorociclohexano y bifenilos policlorados. La información sobre los vertidos directos de radionucleidos la publica anualmente el Consejo de Seguridad Nuclear. Las cargas vertidas al mar del material dragado las proporcionan los puertos y se notifica a los Convenios de OSPAR y Barcelona. Para evaluar las deposiciones atmosféricas se emplean los datos del programa EMEP (Programa Concertado de Vigilancia y Evaluación del Transporte a Larga Distancia de los Contaminantes Atmosféricos en Europa). Este modela la deposición en el océano desde la atmósfera de algunos metales pesados: cadmio, mercurio y plomo.
Respecto a las macrobasuras en playas, se utilizan los datos estacionales de basuras marinas de un transecto de 100 m procedentes del programa de seguimiento BM1. Se consideran los resultados considerando el “top X” (objetos más frecuentes) de las tipologías de objetos, entendido como el que representa el 80% de los objetos encontrados. En el establecimiento de los orígenes de las macrobasuras en playas según los objetos más frecuentes (top X) se ha seguido lo indicado por el Convenio OSPAR, que, a través de su Grupo de Trabajo de Basuras Marinas (ICG-ML), tiene establecida una metodología consistente en la asignación de cada tipo de basura de los contemplados en el muestreo a cada uno de los 5 siguientes grupos de orígenes: pesca, transporte marítimo, turismo, instalaciones sanitarias y otros. En esta última categoría se incluyen aquellos objetos cuyo origen no pueda ser asignado a alguna de las anteriores categorías o aquellos que puedan corresponderse con más de una fuente. Además, se han redefinido las categorías establecidas por OSPAR para adecuarlas a las actividades listadas en el Cuadro 2b del Anexo III de la DMEM. Los datos de basuras recogidas y del tráfico de buques en los puertos de interés general proceden de Puertos del Estado.

Les dispositifs de collecte utilisés fournissent des données sur les "Opérations de dragage par les ports maritimes ", la "Localisation et type des ports", la "Liste et localisation des ports de plaisance certifiés Ports Propres", les "zonages pluviaux annexés aux Plans Locaux d'Urbanisme", l' "état chimique des masses d'eau au titre de la Directive-cadre sur l'eau", et les "aires de carénage dans les ports de plaisance, zones de mouillages et chantiers nautiques privés".
The contaminant effects being monitored: Acetylcholinesterase activity in mussels, Lysosomal membrane stability in mussels, Metallothioneins concentration in mussels, Stress on stress in mussels DNA integrity - effect of genotoxic compounds, Neutral lipids - effect of organic pollutants, Water toxicity (Microtox®) and Sediment toxicity (Microtox®). The species used for the assessment of adverse effects of contaminants is Mytilus galloprovincialis. The tissues assessed include digestive gland, gills and the whole organism. Sediment and water toxicity is evaluated by an in vitro testing system using the bacterial strain Vibrio Fischeri. Threshold values for adverse effects (including cumulative and synergistic effects) on the health of species and the condition of habitats, are set on the national level.
Vessel Traffic Monitoring and Information System is going to collect all the necessary information on maritime traffic through different sensors, thus making possible to process, analyze, display in real time, store and replay all collected data, to share and distribute such information to the competent national and international authorities and institutions. Program Monitoring koncentracij onesnaževal je del spremljanja kemijskega stanja površinskih voda, ki predstavlja obremenjenost površinskih voda s prednostnimi in prednostnimi nevarnimi snovmi, za katere so za Evropsko unijo (EU) postavljeni enotni okoljski standardi kakovosti, ter spremljanja ekološkega stanja površinskih voda, v okviru česar se spremljajo posebna onesnaževala, skladno z ODV. Meritve parametrov kemijskega stanja v vodi se izvajajo s pogostostjo enkrat mesečno 1x v obdobju NUV. Meritve parametrov kemijskega stanja v organizmih se izvajajo s pogostostjo vsaj na tri leta oz. glede na nacionalne strokovne podlage. Za spremljanje kemijskega stanja površinskih voda je na ravni EU 45 snovi ali skupin snovi zaradi njihove razširjene uporabe in zaradi ugotovljenih povišanih vsebnosti v površinskih vodah določenih kot prednostnih; enaindvajset od teh snovi je zaradi visoke obstojnosti, bioakumulacije in strupenosti določenih kot prednostnih nevarnih. Nekaj snovi je opredeljenih kot drugo onesnaževalo in tudi za te snovi so opredeljeni enotni EU okoljski standardi kakovosti, države članice pa morajo izvajati ukrepe z namenom, da dosežejo dobro kemijsko stanje. Na osnovi njihove najpogostejše uporabe se prednostne snovi delijo na fitofarmacevtska sredstva, biocide, ter na preostale nevarne snovi. Med slednje spadajo topila, tehnične kemikalije, ftalat ali DEHP, težke kovine, poliaromatski ogljikovodiki in dioksini. V monitoring so lahko vključena tista posebna onesnaževala (med njimi sintetična, nesintetična in druga posebna onesnaževala), ki se odvajajo v vodna telesa v pomembnih količinah, pri čemer je bil kriterij za pomembne količine oblikovan na podlagi Uredbe o emisiji snovi in toplote pri odvajanju odpadnih vod v vode in javno kanalizacijo (Ur. l. RS, št. 64/12, 64/14 in 98/15). Meritve posebnih onesnaževal v vodi se izvajajo s pogostostjo 4x letno, in sicer 1x v obdobju NUV. Metode vzorčenja vode za analize posebnih onesnaževal potekajo po enakih standardih, kot za spremljanje onesnaževal v okviru kemijskega stanja.
Program Monitoring znatnega akutnega onesnaženja je del beleženja incidentnih onesnaženj na morju, ki se izvaja v okviru Nacionalnega programa varstva pred naravnimi in drugimi nesrečami, ki se izvaja na podlagi Resolucije o nacionalnem programu varstva pred naravnimi in drugimi nesrečami v letih od 2016 do 2022 (Uradni list RS, št. 75/16). V okviru programa se beležijo podatki o številu javljenih dogodkov na vodnih in priobalnih zemljiščih morja. Bancarisation dans Quadrige : protocoles de validation et qualification des données.
Ce sous-programme de surveillance permet de suivre le potentiel toxique des sédimetns via la mise en œuvre du dispositif Remtox. Le dispositif Remtox repose sur un test analytique normalisé Afnor (AFNOR XP-T-90-382).
Les données sont contrôlées selon la méthode OSPAR (voir OSP-029) et les protocoles mis en œuvre dans le cadre de la directive cadre sur l'eau.
