Measure description
This measure goes a step further than the previous measure on the definition and establishment of soil protection zone (s) and looks at the possible designation of a marine reserve at sea, where all anthropogenic pressures are excluded. Given that BNZ is characterised by a large number of users within a relatively limited area, an offshore marine reserve will require considerable preparatory work. As a first step, efforts could be made to match opportunities with the various sectors, knowledge institutions, policy-makers, etc., with a focus on the support of the various stakeholders. At a later stage, it will be possible to identify possible options for the location. It is important to use the results of scientific monitoring and studies (see also section Description measure 1a) in order to maximise the contribution to GES.

Verbod strandwarrel- en kieuwnetten in de volledige Vlaamse strandzone
Verbod vangst en bijvangst walvisachtigen en zeehonden, verplichting om levende en niet gewonde dieren onmiddellijk vrij te laten en meldingsplicht (Wet Marien Milieu)
Deze maatregel had niet expliciet als doel het bodemoppervlak te beschermen maar was ingevoerd omwille van veiligheidsoverwegingen. Niettemin heeft deze maatregelen uiteindelijk wel positieve neveneffecten voor D1, D4 en D6.

Progress description
Onderlinge samenwerking tussen Vlaamse en federale overheden zijn verbeterd door middel van verschillende fora: onderhandelingen over visserijmaatregelen, beroepsopleiding vissers, streven naar betere recyclagemogelijkheden voor visnetten.

Om de test naar het herstel van grindbedden te kunnen uitvoeren is het noodzakelijk dat deze zone kan afgesloten worden van bodemberoerende visserij. Anders is het risico op incidenten veel te hoog. Door het verwerpen van de delegated act, zullen in de eerstkomende jaren dus geen zones gevrijwaard kunnen worden van bodemberoerende visserij. Dit maakt het onmogelijk om dit herstelexperiment uit te voeren.
Zelfde obstakels zoals voor maatregel 'test naar herstel van grindbedden'.
De voorgestelde bodembeschermingszones waar visserijbeperkende maatregelen van kracht zouden worden, werden in 2017 nauwkeurig gemonitord om de beginsituatie van het benthos en epifauna in kaart te brengen. Zowel voor de zanderige habitats als de resterende grindbedden werden bijkomende stalen genomen en alle geassocieerde fauna werd geteld en gedetermineerd. Deze maatregel had als doel om de evolutie van deze fauna nauwkeurig te blijven opvolgen om het effect van het uitsluiten van bepaalde visserijtechnieken te kunnen meten. Door het verwerpen van de delegated act (op basis van de Joint Recommendation door België), kunnen deze bodembeschermingszones niet gesloten worden voor de verstorende visserijtechnieken. De voorziene monitoring heeft op dit moment dus geen nut.
