Measure description
Het afbakenen en instellen van bodembeschermingszones binnen de zoekzones vastgelegd in het MRP 2020-2026 (bepalingen in Art 6.1 en 6.2).
This measure goes a step further than the previous measure on the definition and establishment of soil protection zone (s) and looks at the possible designation of a marine reserve at sea, where all anthropogenic pressures are excluded. Given that BNZ is characterised by a large number of users within a relatively limited area, an offshore marine reserve will require considerable preparatory work. As a first step, efforts could be made to match opportunities with the various sectors, knowledge institutions, policy-makers, etc., with a focus on the support of the various stakeholders. At a later stage, it will be possible to identify possible options for the location. It is important to use the results of scientific monitoring and studies (see also section Description measure 1a) in order to maximise the contribution to GES.
Natuurlijk herstel van biogene riffen (i.e. Lanice conchilega en Sabellaria spp.) toelaten en opvolgen in zones waar bodemberoering ontbreekt. Hierdoor worden extra habitatmogelijkheden voor geassocieerde gemeenschappen gecreëerd en wordt een toename in biodiversiteit bevorderd.
Duurzaam herstel van gezonde oesterbanken en de daarmee samenhangende langlevende fauna. Herstel van levensvatbare populaties van de Europese platte oester, die stabiel zijn of groeien en zich met succes kunnen voortplanten zonder menselijke tussenkomst.
In kaart brengen van het ruimtelijk voorkomen van grindbedden binnen het BNZ, als basis voor het aanduiden van waardevolle habitatlocaties waarbinnen mogelijks meer actieve maatregelen ter behoud en/of herstel van grindbedden kunnen genomen worden.
Kwetsbare habitats zoals grindbedden, die een belangrijke functie als paai-, kraam- en foerageergebied vervullen voor verschillende vissoorten (o.a. haaien en roggen), actief vermijden bij het aanleggen van onderzeese kabels met als doel negatieve effecten ten gevolge van elektromagnetische velden van de kabels mitigeren.
Duurzaam herstel van gezonde grindbedden en de daarmee samenhangende langlevende fauna: • Het ecosysteem ter hoogte van de grindbedden bereikt een mature staat, waarbij de pioniersgemeenschappen vervangen worden door een gemeenschap met langlevende, traaggroeiende soorten en habitat-structurerende soorten. • Herstel van de functie van grindbedden als paaiplaats en kraamkamer voor verschillende vissoorten. Gezien het belang en de kwetsbaarheid van de grindbedden en de daarmee geassocieerde gemeenschappen (vb. hard-substraat fauna, langlevende soorten), is het beschermen en restaureren van dit habitattype één van de acties die nodig zijn om de IHDs vastgesteld voor de grindbedden (Habitattype 1170) en om de KRMS-doelen met betrekking tot harde substraten te kunnen realiseren.

Creatie van schuil-, paai- en rustmogelijkheden voor vissen en inktvissen bij de aanleg van nieuwe offshore constructies (o.a. windparken) aan de hand van: • Ondersteunen van onderzoek naar mogelijkheden & effectiviteit NID • Het stimuleren/verplichten van NID bij de ontwikkeling van projecten en dit eventueel als vergunningsvoorwaarde opnemen.
Optimalisatie aanvaarroutes werkzaamheden/onderhoud bij de bouw van nieuwe windparken of andere offshore infrastructuur in functie van het vermijden van de meest kwetsbare gebieden zoals grindbedden, die een functie hebben als biodiversiteit hotspot, paai- en kraamkamers voor o.a. haring, haaien en roggen.
Analyse voor het ontwikkelen van een ‘decommissioning’ strategie voor oude en uit gebruik geraakte windparken en/of andere offshore installaties.
Onderzoek naar de mogelijkheden om turbiditeit tijdens het baggeren en zandextractieactiviteiten op het BNZ te reduceren

Progress description
Onderlinge samenwerking tussen Vlaamse en federale overheden zijn verbeterd door middel van verschillende fora: onderhandelingen over visserijmaatregelen, beroepsopleiding vissers, streven naar betere recyclagemogelijkheden voor visnetten.

Om de test naar het herstel van grindbedden te kunnen uitvoeren is het noodzakelijk dat deze zone kan afgesloten worden van bodemberoerende visserij. Anders is het risico op incidenten veel te hoog. Door het verwerpen van de delegated act, zullen in de eerstkomende jaren dus geen zones gevrijwaard kunnen worden van bodemberoerende visserij. Dit maakt het onmogelijk om dit herstelexperiment uit te voeren.
Zelfde obstakels zoals voor maatregel 'test naar herstel van grindbedden'.
De voorgestelde bodembeschermingszones waar visserijbeperkende maatregelen van kracht zouden worden, werden in 2017 nauwkeurig gemonitord om de beginsituatie van het benthos en epifauna in kaart te brengen. Zowel voor de zanderige habitats als de resterende grindbedden werden bijkomende stalen genomen en alle geassocieerde fauna werd geteld en gedetermineerd. Deze maatregel had als doel om de evolutie van deze fauna nauwkeurig te blijven opvolgen om het effect van het uitsluiten van bepaalde visserijtechnieken te kunnen meten. Door het verwerpen van de delegated act (op basis van de Joint Recommendation door België), kunnen deze bodembeschermingszones niet gesloten worden voor de verstorende visserijtechnieken. De voorziene monitoring heeft op dit moment dus geen nut.
