Measure description
Across all objectives, the North-East Atlantic Environmental Strategy, updated to implement the OSPAR Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing OSPAR measures. The inclusion of regional measures, plans and programmes in the national programme of measures does not alter their legal nature. The effectiveness of the measure is measured through the MSFD environmental indicators. Specific indicators may exist within the framework of the policy implementing the action and may be used to assess effectiveness. //Indicators: The actions of NEAES are linked to the OSPAR indicator system, which captures the impact of the measures (https://www.ospar.org/work-areas/cross-cutting-issues/ospar-common-indicators). The indicator system is constantly evolving.
The action has two components: 1. Environmental criteria (of the Blue Angel or any other ambitious eco-label) should be taken into account whenever possible in the case of new acquisition and operation of public and state-supported seagoing vessels, such as research vessels. These ships should serve as a model for promoting higher environmental standards in shipping. 2. Develop a model for an inclusive and internationally operational incentive system that incorporates the requirements for clean waterborne transport, is applicable to all types of ships in maritime transport and contributes to the internalisation of external costs of transport modes. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
Measures will be implemented to deal with hazardous situations (including ammunition removal), to continue to fill gaps in the situational picture (e.g. research to update the overall assessment) and to ensure forward-looking assessment (e.g. exchange of experts at national and international level). Additional information can be obtained from the measure fiche: https://www.meeresschutz.info/berichte-art13.html?file
The measure consists of (1) the discharge and application of biological limit values for pressures of durc anthropogenic, impulsive underwater sealing to prevent negative effects on relevant species; The objective of understanding and, where necessary, regulating, on the basis of scientific evidence, anthropogenic noise levels in the sea in order to effectively protect relevant species. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
The action aims at establishing a register and mandatory reporting obligations covering all relevant sources of impulsive and prolonged sound inputs. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
The measure covers the design and construction of a permanent measurement network for long-term underwater sound measurement and the derivation of international noise mapping standards, including the provision of appropriate models for the singular and cumulative assessment of regional noise pollution in German marine areas. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
The action will develop comprehensive noise mitigation measures to reduce anthropogenic impairments caused by impulse noise on relevant marine species for the North Sea and Baltic Sea and consider their type of conversion as a measure. As regards permanent sounds, the action will initially consist of a more intensive research phase to fill knowledge gaps. The aim is to reduce anthropogenic marine noise pollution based on further scientific evidence and to effectively protect relevant species. The measure relates to the values under development below IP6-01 as a basis for deriving concrete measures to reduce impulse and continuous sound. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
Existing thresholds and the transferability of the Elbe thermal load plan to coastal and marine waters will be examined. Where necessary, thresholds should be derived for marine waters. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file
The objective of the measure is to ensure that light emissions from offshore installations (e.g. oil and gas platforms, wind turbines, sub-station platforms, extraction/selection platforms) are environmentally compatible. As a first step, the impact of offshore light emissions on the marine environment needs to be analysed and assessed. On this basis, any necessary developments in technical measures to modify and, if necessary, reduce light emissions will be encouraged and their feasibility examined. Additional information can be obtained from the measure fiches: https://www.meeresschutz.info/berichte-art13.html?file

Progress description
Measures are under way to raise awareness of Blue Engel certification. Studies have also been carried out describing the design of a possible incentive system.
