Measure description |
The measure focuses on the exemplary development of new agricultural advisory concepts and communication structures for the coastal regions draining directly into the North Sea via smaller sieves. This includes the establishment of bodies in the ‘Jade’ river basin’s example region, where representatives of agriculture, the Chamber of Agriculture, drainage associations, academia and advisory bodies advise on existing and, where appropriate, new approaches to action. The aim is to reduce nutrient inputs that do not enter the coastal waters through the large streams. The implementation of the measures through the ‘Master Plan Ems 2050’ (reduction of suspended solid content) and EAFRD Development Programme ‘PFEIL’ (restoration of good environmental status) is on track and is expected to be completed by 2050. The measure provides for the restoration of seagrass populations and the restoration and conservation of these natural habitats in the transitional and coastal waters as a contribution to denitrification. A pilot project in the field of outdoor Ems is initially planned. As a first step, a dynamic model system will be developed to allow the development of seagrass beds to be taken into account in management decisions in the future. Across all objectives, the North-East Atlantic Environmental Strategy, updated to implement the OSPAR Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing OSPAR measures. The inclusion of regional measures, plans and programmes in the national programme of measures does not alter their legal nature. The effectiveness of the measure is measured through the MSFD environmental indicators. Specific indicators may exist within the framework of the policy implementing the action and may be used to assess effectiveness. //Indicators: The actions of NEAES are linked to the OSPAR indicator system, which captures the impact of the measures (https://www.ospar.org/work-areas/cross-cutting-issues/ospar-common-indicators). The indicator system is constantly evolving.

The measure contains several components to reduce nitrogen emissions from seagoing vessels: 1. Supporting the demand for NOx reduction technologies. 2. Supporting demand for sustainable alternative fuels and propulsion technologies. 3. External electricity supply to seagoing vessels in ports. 4. Concepts on emission-based port charges. The NOx Fund component included in the measure notified in 2016 was withdrawn when the programme was updated due to a lack of sufficient support at EU level. //To CEA, CBA: A socio-economic pre-assessment was carried out in 2015. The action has two components: 1. Environmental criteria (of the Blue Angel or any other ambitious eco-label) should be taken into account whenever possible in the case of new acquisition and operation of public and state-supported seagoing vessels, such as research vessels. These ships should serve as a model for promoting higher environmental standards in shipping. 2. Develop a model for an inclusive and internationally operational incentive system that incorporates the requirements for clean waterborne transport, is applicable to all types of ships in maritime transport and contributes to the internalisation of external costs of transport modes. The Gothenburg Protocol’s reduction commitments so far aim solely at reducing the health effects of certain pollutants (fine particulate matter SO2, NOX, NH3 and VOC) and reducing their effects on terrestrial systems. The Protocol is currently under review. The MSFD measure aims to integrate marine protection concerns into the review process for the first time. The national air pollution control programme of the Federal Republic of Germany (NLRP) describes the further measures necessary to comply with the emission reduction commitments under the NEC-RL (EU) 2016/2284 for air pollutants NOX, SO2, NH3, PM2.5 and NMVOC by 2030. The maritime implementation of the NLRP results from Germany’s situation on the North Sea and the Baltic Sea, in principle without further specification of the measures contained. As part of the proposed MSFD measure, a regionally or temporally prioritised implementation of measures of the NLRP to reduce NH3 and NOX emissions will be considered with regard to marine protection. The identification of target loads of phosphorus at the inland/marine transfer point is a crucial basis in the eutrophication context in order to develop and implement inland marine-related mitigation needs and measures. The measure is implemented in cooperation with those responsible for the MSFD and WFD action planning. The OSPAR North-East Atlantic Environmental Strategy identifies country-specific maximum nutrient inputs. The measure under the MSFD is intended solely to derive the objectives. The development of target values (and associated indicators) for inputs of phosphorus, selected pollutants and plastics (including microplastics) at the transfer point in inland/marine is the subject of the action. The measure aims at applying best available transhipment techniques (BAT/BEP) in model ports in the North Sea and Baltic Sea when loading unpacked fertilisers. The aim is to draw from experience recommendations for optimising operations in ports in order to improve the proper handling of unpackaged fertilisers and to avoid losses to water. It is possible to initiate a discussion on OSPAR and HELCOM-wide approaches with the action. The action aims at developing criteria, framework conditions and practices based on Best Available Techniques and Best Environmental Practice (BAT/BEP), which serve as a guide for future-oriented environmentally friendly mariculture and a guide to licensing practices. In addition, in order to support the implementation of these guidelines and the development and implementation of BAT/BEP, the development of environmentally friendly and innovative methods in mariculture will be encouraged. The implementation of the measures provides for dialogue at regional level (HELCOM/OSPAR) and between environmental and aquaculture experts. The measure relates to solid bulk goods and covers both damage and nutrients. Among other things, a study will identify necessary measures and policy options to ensure the acceptance of cargo residues in ports handling bulk cargo. The international MARPOL Convention for the Protection of the Marine Environment of 1973 contains 20 articles of general obligations for States Parties, procedural instructions and basic rules. The Gothenburg Protocol is part of the United Nations World Economic Commission (UNECE) Geneva Convention on Air Pollution. The Protocol considers the interaction of pollutants and is therefore also referred to as a multi-component protocol. The aim is to combat acidification, eutrophication and the formation of ground-level ozone. To this end, the Protocol contains numerous provisions on emission reduction, monitoring, reporting, etc. and national emission ceilings (NECs) for sulphur dioxide, nitrogen oxides, ammonia and volatile organic compounds (NEC Directive (EU) 2016/2284). It was adopted in 1999 and entered into force in 2005.

Progress description |
The measure has been fully implemented with the NECA facility by the IMO in October 2016. The related TIER III NOX standards in accordance with MARPOL Annex VI apply only to new ships and as of 1 January 2021.

Measures are under way to raise awareness of Blue Engel certification. Studies have also been carried out describing the design of a possible incentive system.

Reason description |
Das Projekt war im Wesentlichen auf die örtliche Kooperation, d.h. Kommunikation mit aktiven Landwirten angelegt. Aufgrund der COVID-19-Pandemie war dies nur sehr eingeschränkt möglich. Dadurch konnten die landwirtschaftlichen Handlungsoptionen für die verschiedenen naturräumlichen Gebiete (Marsch, Moor, Geest) noch nicht abschließend diskutiert und ausdifferenziert werden.

Die Maßnahmenumsetzung ist komplex und erfolgt ggf. in Stufen. Die konkrete Zeitplanung ergibt sich aus dem Maßnahmenkennblatt. Zur Umsetzung: Die Umsetzung aller Maßnahmenkomponenten wurde begonnen. Förderungen für die Einführung und/oder Unterstützung von Nachrüstprogrammen wurden bislang in zwei nationalen Aufrufen 2018 und 2020 vergeben. Der Ausbau landseitiger und mobiler LNG-Infrastruktur in Häfen wird seit 2018 bezuschusst. Für die Einführung eines europäischen NOX-Fonds fehlt es derzeit auf EU-Ebene an Unterstützung. Im Rahmen der Fortschreibung der Maßnahme wurde der Titel der Maßnahme, wie hier wiedergegeben, angepasst. Zudem wurde eine neue Teilkomponente entworfen und aufgenommen, welche zusätzliche sich zurzeit in der Entwicklung befindende Kraftstoffe und Antriebstechnologien in der Schifffahrt, die zur Zielerreichung der Maßnahme beitragen, berücksichtigt.
