Method used
The Approach Matches Approach 2 as specified in the Common Understanding document, Annex 3. It notes of a qualitative and/or quantitative description of environmental thresholds/limits of GES (Article 9 MSFD) The environmental target is defined by a set of qualitative and quantitative operational by a set of qualitative and quantitative operational targets and associated indicators. The reporting sheet does not in part provide adequate reporting fields or categories. For example, the objectives were referred to as the ?Interim Target?, as there was no such category available in the mandatory box. Furthermore, it was not possible to answer all the EU?s queries to the EU web form for the nationally determined environmental objectives and their associated indicators, as they were not developed in the requested form in the German approach. According to this approach, the environmental objectives serve as a general and overarching guide to achieving good environmental status in the German North Sea by 2020. They form a framework that is completed by the specific operational objectives and further specified by related indicators. As far as the environmental objectives are concerned, as well as the specific operational objectives and related indicators, the transmission of which was not possible under the reporting sheets, as communicated on 17 July by the German authorities, they are available as documents at http://www.meeresschutz.info/index.php/stellungnahme.html. the aim is to carry out detailed gap analyses, specification of indicators and quantifications of reference and threshold values and environmental targets in 2014 on the way to the monitoring programmes in 2015 and the programmes of measures in, and to deal with other open aspects, such as assessment procedures, in order to increasingly meet the requirements of the MSFD from the next reporting cycle.
