Strategy for the conservation of the Wadden Sea in times of climate change, including, for example, rules on how to extract sediments from coastal waters for coastal protection purposes, in order to avoid additional sediment deficits in the Wadden Sea. The objective of the measure is to minimise the spatial and temporal impact on the marine environment during and after the extraction of sediments for coastal protection, in accordance with existing legal obligations and taking into account HELCOM Recommendation 19/1, and thus to contribute to improving the protection of ecoystems inside and outside the coastal waters of MVs. Across all objectives, the Baltic Sea Action Plan, updated to implement the Helsinki Convention, contributes to the achievement of the objectives of the MSFD in the sense of a Category 1b measure, while continuing existing HELCOM measures. The inclusion of regional measures, plans and programmes in the national programme of measures does not alter their legal nature. The effectiveness of the measure is measured through the MSFD environmental indicators. Specific indicators may exist within the framework of the policy implementing the action and may be used to assess effectiveness. //Indicators: BSAP’s actions are linked to the HELCOM indicator system, which captures the impact of the measures (https://helcom.fi/baltic-sea-trends/indicators/). Weite Teile der Maßnahmen sind umgesetzt oder finden sich in der lauffenden Anwendung (s.Kennblatt). Lediglich die beauftragen Untersuchungen zur Bewertung der Besiedlung von Neobiota im Nahbereich eines Hafens und gleichzeitiger Nähe von Wärmeeinleitungen (Jade-Weser-Port) haben sich als technisch nicht durchführbar erwiesen. Derzeit Prüfung, ob andere geeignete Standorte für Durchführung gefunden werden können.
Bisherige Verzögerung ergab sich durch fehlende personelle Kapazität (Financing), die durch eine Ausschreibung der Konzeptentwicklung 2021 kompensiert wurde.
