Relationship to CA
Ministry of the Environment (MoE) is a Competent Authority and responsible for the implementation of MSFD in Estonia, incl. Art. 11 monitoring programmes. Other governmental and non-governmental organisations share the activities and implementation of MSFD monitoring tasks. EEA is a state authority responsible for the management and implementation of the national environmental monitoring program as well as responsible authority on data collection and management and reporting obligations. EOS, ULS, TalTech MSI, TalTech CEA, UT EMI, UT PC, NPA Pro Mare, GS, VFB, MA, PBGB, EERC, CPTRA, MRA are organisations and partners undertaking the actual monitoring. EB is a competent governmental authority under the MoE for permitting human activities on sea and land (an issuer of environmental permits).

Regional cooperation
The establishment and implementation of monitoring programmes are undertaken in cooperation through the Regional Sea Convention of HELCOM. The national monitoring is either partly or fully coordinated within and between Contracting Parties in order to use resources in an efficient way. The implementation of the Baltic Sea Action Plan is in line with the Marine Strategy Framework Directive and coordinated, including the monitoring and indicator-based assessment systems. This provides a concrete basis for HELCOM work by incorporating the latest scientific knowledge and innovative management approaches into strategic policy implementation. The establishment and implementation of monitoring programmes under Art. 11 consider HELCOM Monitoring and Assessment Strategy and core indicators in use.
