Lack of information on illegal direct stormwater discharges and their loads to marine environment. Additional research activities are needed to assess the loads by stormwaters and their impact to marine environment, as well as to improve the legal framework on stormwater discharges.
Lack of information on the amounts of abandoned fishing gears in sea and on ports capacities of reception of marine litter. Ports are currently not able to recieve and handle large amounts of marine litter, additional funding schema for that must be elaborated.
Lack of mechanisms for the implementation at the national level, incl changes in strategic planning approach (from waste to circular economy).
Brief description of progress (measurement of effectiveness of measure)
Application of electronic reporting system for fishing gear has been developed and is in operation, however using the electronic application for reporting the location of the fishing gear is voluntary. Regulation allowing electronical reporting has entered into force.
Activities related to mapping of the illegal storm water discharges, which are directed into the sea, have been currently carried out only in Tallinn, however there is a need to map all the illegal storm water direct discharges, because they carry nutrients, hazardous substances and litter into the sea. On the other hand, monitoring of the storm water quality in the discharges which have permits, is being done continuously. The revision of projection norms and factors with the aspect of managing storm water discharges was carried out within the project ‘Analysis of the storm water floodings and development of combined storm water strategy in pilot area’. There is a funding mechanism under Environmental Investment Centre for finding the most appropriate and economic way for managing storm water discharges and building the storm water infrastructure using ecologically friendly solutions. Infrastructures are constantly being developed and new infrastructures are being built, therefore we can consider this as continuous activity. To improve the surveillance activities, new provisions are added to the new Public Water Supply and Sewerage Act, which will enter into force in October 2019.
A project for carrying out the pilot study ‘Analysing the organisation of marine litter reception, including abandoned fishing gear, in ports and preparing an action plan’ is ongoing during 2019-2020. Further activities related to national regulation changes and organisation of marine litter reception in ports can be carried out after the project has ended.
The first component of the measure, which is about environmental awareness raising, is consisting of unlimited series of actions and therefore the measure component is considered as implemented, because of the first action in the series has been completed, nevertheless activities related to environmental awareness raising are continuous process and ongoing. The second component of the measure, which is about reducing the consumption of lightweight plastic carrier bags and by that preventing them entering into the sea, is implemented by the changes in Estonian Packaging Act, which entered into force in the end of 2018.
The topic of marine litter will be addressed in the new National Waste Management Plan for 2020+ which is planned to be entered into force by the end of 2020 and will be part of overarching Circular Economy Strategy and its action plan. After the new National Waste Management Plan for 2020+ has entered into force, marine litter topic has to be included into the waste management plans of local authorities in the coastal area.
