There is a lack of mechanism for the implementation at the national level, e.g. the necessary regulation or other mechanism required for implementing the measure has not yet been adopted in full extent. Also data gaps are greater than originally envisaged, to the extent that the measure cannot be implemented as planned.

Implementation of the activities of the measure are funded by European Maritime and Fisheries Fund (EMFF) for 2014–2020 and financial activities of the fund are eligible until 2023. As this is an economic measure and according to the reporting guidance document the year of implementation refers to the date when the financial instruments or incentives are all fully financed, in force or actionable. Therefore, this measure can’t be implemented before last projects are finished.
Brief description of progress (measurement of effectiveness of measure)
Project for compiling regional aquaculture plans to manage environmental pressures has started in 2018 and will end in December 2019. Further activities related to strategic environmental assessment and approval of the regional aquaculture plans are related to the process of maritime spatial planning and can be carried out after the maritime spatial plans are approved (envisaged in 2020).
There are many finished and still ongoing projects which are contributing to the activities related to this measure, however those are not fully covering the implementation of the measure. Therefore, a project for developing regional fishing restrictions and updating the size limits of commercial fishes has started in 2018 and will end in December 2020. Further activities related to national regulation changes can be carried out after the project has ended.
The activities related to marketing/the use of limited value fish are being financed from the European Maritime and Fisheries Fund (EMFF) for 2014–2020. Last projects under this fund will end in 2023.
Data and information for implementing the measure are collected in the frames of the project ‘Adjusting the fishing effort not to compromise achieving GES’ which has started in 2018 and will end in December 2020. Further activities related to national regulation changes (if needed) can be carried out after the project has ended. Currently the fishing efforts are regulated by Governmental Regulation No 65 "Fishing rules" to achieve a good status of fish ressources.
Application of electronic reporting system for fishing gear has been developed and is in operation, however using the electronic application for reporting the location of the fishing gear is voluntary. Regulation allowing electronical reporting has entered into force.
