In the second cycle, the object was split in 4:
B.N.3.Reducing nutrient inputs, pollutants and litter from river discharges.
B.N.4.Reducing nutrient inputs, pollutants and garbage from waste water.

|
Reduce the growing trend not linked to hydrological variability of the concentration of nutrients in the areas of contrasting productivity NorP2, NorC2 and NorC3, identified in the initial evaluation of the North Atlantic MRU, in which an increase has been detected during the current period. In the second cycle this objective has been modified to: BN1 Identify and address the causes (sources of diffuse nutrient pollution and / or effluent discharge) that produce the increasing trend of nutrient concentration in areas of contrasting productivity NorP2, NorC2 and NorC3, in which concentrations above the threshold values have been detected in the initial assessment of D5. This objective will be reported as new, since the code and indicators have changed
|
Do not exceed the nutrient assessment values established by the OSPAR Convention for the Protection of the North-East Atlantic in the productivity areas SUR-C1 and SUR-C2 as identified in the initial assessment of the South Atlantic Demarcation.
In the second cycle, this objective has been changed to:
B.S.1.Identify and address the causes (sources of diffuse nutrient pollution or discharge of effluents) that cause nutrient levels to exceed the values set by the OSPAR Convention for the Protection of the North-East Atlantic from Sur-C1 and Sur-C2 Productivity Areas identified in the initial assessment of the supdatantic demarcation
This objective will be reported as new, as the code and indicators have changed
|
Achieve or maintain good or very good status in coastal waters on the basis of the WFD assessment criteria for nutrients, and in the rest of the RBD do not exceed the baseline values calculated in the initial assessment of the Marine Strategy of the North Atlantic RBD, more frequently than statistically expected due to hydrological variability.
|
Develop studies to quantify the impact of atmospheric deposition on productivity in the North Atlantic RBD.
In the second cycle, this objective has been joined by others to form the following second cycle target:
B.N.14. Promote that scientific studies, initiatives and projects on the impacts of the introduction of substances, litter and energy into the marine environment address the knowledge gaps identified in the Initial Assessment and the successive phases of Marine Strategies.
This objective will be carried over as a new one.

Progress was noted. Active surveillance systems exist on the ground, although monitoring of protected areas of protected areas (EMP) is to be completed.
There are also remote surveillance systems such as buoys, satellites, radio-positioning of vessels by radio (AIS) and satellite (VMS), etc.
It is proposed to change the target in order to focus more on monitoring compliance with the established rules, with a view to protecting marine ecosystems.
Modify indicators to provide information on the degree of surveillance carried out, such as the number of infringement files, surveillance hours or the human resources allocated for this purpose

The objective and indicator are complex to measure, given that discharges without proper treatment are not authorised and therefore no data are available.
It is considered to be the most important objective of block B and that it would be appropriate to split it into a number of objectives according to origin.
The Directorate-General for Water has also been consulted to adapt the indicators

Target not achieved as BEA is not achieved for these criteria in the identified areas
At the proposal of the eutrophication expert, it is stated that an assessment of nutrient inputs from diffuse pollution points throughout the Demarcation would be necessary.
It is proposed that the objective be targeted at identifying the origin of nutrients in such a way as to focus on sources, not just the state.

Target not achieved as BEA is not achieved for these criteria in the identified areas (see initial assessment D5 in DM SUD)
At the proposal of the eutrophication expert, it is stated that it would be necessary to:
1. Carry out an assessment of nutrient inputs from diffuse pollution points throughout the Demarcation
2. Reduce untreated effluent discharge throughout the Demarcation
It is proposed to incorporate it into the objectives so as to focus on sources, not only on the state.

SEE art 9 GES reporting for criteria 5.1
Target not achieved (see initial assessment of D5 in DMNOR)
After discussion with the Directorate-General for Water, it is concluded that this objective is indeed redundant and is not necessary as it is addressed both by the WFD and by other objectives set within group B. It is therefore deleted.
