Ensuring proper surveillance of the marine environment through remote or on-site systems In the second cycle, this objective has been amended to: A.C.13. Ensuring regulatory compliance This modified objective will be produced as a new objective, as the code and indicators have changed.
To reduce the volume of direct or indirect discharges without appropriate treatment (industrial discharges, waste water, run-off from rivers, run-off, etc.) to the marine environment, as well as to improve the efficiency of sewage treatment stations and sewerage systems in order to minimise the input of litter, pollutants and nutrients to the marine environment. In the second cycle, this objective has been split into: B.C.3. Reduce the input of nutrients, pollutants and waste from waste water. B.C.4. Reducing the inputs of nutrients, pollutants and waste from rain episodes. B.C.5. Reducing the contribution of nutrients and pollutants from agriculture: Excess and return on irrigation and livestock use, among others. These objectives will be established as new ones.

To promote studies to quantify the impact of atmospheric deposition on productivity in the Canary Islands district. In the second cycle, this objective has been joined by others to form the following second cycle target: B.C.13 Promote that scientific studies, initiatives and projects on the impacts of the introduction of substances, litter and energy into the marine environment address the knowledge gaps identified in the Initial Assessment and the successive phases of Marine Strategies. This objective will be brought forward as a new one.

Reduce the input of nutrients, pollutants and waste from waste water. Progress was noted. There are active surveillance systems in place in on the spot, however, it is envisaged to complete the monitoring of Marine Spaces Protected (PME). Surveillance systems also exist remote, such as buoys, satellites, geolocalisation of vessels, by radio (AIS) and satellite (VMS), etc. It is proposed to change the objective of focus more on the monitoring compliance rules laid down in the interest of the ecosystem protection seafarers Edit indicator to provide input information on the grade of surveillance performed, such as number of infringement dossiers, surveillance or human resources intended for the purpose
The objective and indicator are complex to measure, given that discharges without proper treatment do not have an authorisation, and therefore there is no data on them. It is considered to be the most important objective of block B and that it would be appropriate to split it into a number of objectives according to origin. The indicators have also been consulted on the alignment of the indicators.
There is no information on nutrient values in DMCAN. Although the levels of nutrients in DMCAN are not currently known, it is proposed to maintain the target in such a way as to indicate the need to identify and address the associated pressures, in line with the precautionary principle.
This cannot be assessed in the absence of information from scientific bodies and universities. In order to simplify, it is proposed to combine all the objectives of increasing knowledge with the following unitary objective: “scientific studies and projects address knowledge gaps identified in IA”.

Target achieved All Member State documents are publicly available on MITECO’s website. However, it can be improved. For the second cycle, it is proposed to specify and extend the target audience, so as to improve access to information on the marine environment available to all maritime administrations and institutions, as well as to the general public.
