Continue to report marine biodiversity and associated anthropogenic pressure data from Ireland to OSPAR's data and information management system (ODIMS)

On an ongoing basis implement the Strategic Environmental Assessment Directive (2001/42/EC) in order to identify, minimise and mitigate potential adverse environmental impacts.

Continue awareness and training of best practices in maritime and coastal activities and the preservation of the marine environment

Continue to develop and apply guidance to planning and licencing activities in Irish marine waters that have the potential to cause environmental harm.

Ireland will apply the Environmental Liability Directive (2004/35/EC) as appropriate.

On an ongoing basis implement Directive 2013/30/EU on safety of offshore oil and gas operations within Irish legislation. This ensures protection of the marine environment through implementation of safety measures/mechanisms for offshore oil and gas operations. This includes; inter alia; as per Article 8 of Directive 2013/30/EU; the appointment of the Commission of Energy Regulation (CER) as the competent authority responsible for regulatory functions in this regard.

On an ongoing basis implement guidelines for the assessment of dredged material for disposal in Irish waters; the application of the Foreshore Acts and the licensing; permitting and enforcement of activities under the Dumping at Sea Act.

On an ongoing basis implement national legislation to appropriately apply licensing; regulation and planning for the marine and coastal environment; including the requirement for applications to be accompanied by the materials necessary for a full assessment of the proposed plan; project or development. Within this measure; include the enactment of relevant parts of the Marine Area Planning Act and the establishment of MARA in Ireland.

By 2024 Ireland will update national guidelines regarding environmental considerations for offshore renewable energy developments; giving consideration to existing regional guidance on ORE e.g. from the EU Commission and OSPAR.

On an ongoing basis apply the Environmental Impact Assessment Directive and associated legislation in relation to licences and consents in order to identify; minimise and mitigate potential adverse environmental impacts.

In 2027 and every 6 years there after review the plan for all of Irelands marine water; the National Marine Planning Framework (NMPF) in accordance with the Marine Spatial Planning Directive.

On an ongoing basis implement the MARPOL directive (Annexes I;III; V and VI) on ship-source pollution; enforced through the criminal penalties by Directive 2009/123/EC (as amended) and S.I. No's 542/2010; 313/2010 and 372/2013.

On an ongoing basis register; evaluate; authorise or restrict chemicals (REACH) in accordance with national and EU legislation.

On an ongoing basis implement the OSPAR offshore oil and gas industry strategy and OSPAR Decision 2000/2 on a Harmonised Mandatory Control System for the use and Reduction of the Discharge of Offshore Chemicals (as amended by OSPAR Decision 2005/1).

On an ongoing basis implement OSPAR recommendation 2003/5 promoting the use and implementation of environmental management systems by the offshore industry.

On an ongoing basis enforce the Dumping at Sea Act 1996 (as amended); which specifically prohibits the dumping of certain materials at sea and requires any person who wishes to dispose of material at sea to apply to the EPA for a Dumping at Sea permit.

On an ongoing basis apply the Foreshore Acts 1933 to 2009 and associated legislation.

On an ongoing basis enforce the Litter Pollution Acts 1997 to 2009; and any subsequent amendments; which make littering an offence.

On an ongoing basis implement regional waste management plans and a national hazardous waste management plan.

On an ongoing basis promote the use of packaging substitution.

On an ongoing basis provide appropriate infrastructure for proper litter disposal and recycling including signage and bins.

On an ongoing basis support initiatives which promote public pride in local amenity/natural beauty or reinforce social norms against littering.

On an ongoing basis apply disincentives to litter (e.g. fines)

Ireland will contribute to the implementation of the OSPAR Second Regional Action Plan on Marine Litter (2022-2030).

On an ongoing basis apply Waste Prevention Programmes.

On an ongoing basis improve business attitudes and behaviours around marine and coastal litter.

On an ongoing basis implement the Clean Coasts Programme and other Local Authority cleaning measures and litter enforcement.

Implement the Circular Economy and Miscellaneous Provisions Act 2022 which includes measures such as: contribute to a low carbon economy by treating ''waste as a resource''; promote greater reuse and recycling of goods and materials and management of waste; and promote the use of packaging substitution.

On an ongoing basis charge for single use carrier bags through the applications of the Plastic Bag (Amendment) (No.2) Regulations (S.I. No. 167/2007); amending Plastic Bag Regulations (S.I. No. 605/2001).

On an ongoing basis use a multi-faceted approach to tackling the problem of illegal dumping including enforcement, public awareness, reporting, monitoring and education. This is achieved through the National Environmental Complaints Line, the Anti-Dumping Initiative, and the National Litter Pollution Monitoring System.

To encourage the reuse and recycling of waste and the reduction of the amount of waste destined for landfill through the application of Waste Management (Landfill Levy) Regulations 2002-2013.

To continue to implement the Port Reception Facilities Directive (e.g. bring Fishery Harbour Centres in line with the Directive).

Ensure development of any new standards for Combined Storm Overflows emerging from an update to the Urban Waste Water Treatment Directive.

On an ongoing basis raise awareness to tackle the sources of litter through the Blue Flag Beach and Green Coast Award programmes.

On an ongoing basis implement the Producer Responsibility Initiative to increase the recycling of waste electrical and electronic equipment and enforce legislation (S.I. No. 513/2012) restricting the use of hazardous substances in electrical and electronic equipment.

Maintain and expand the Clean Ocean Initiative which includes the Fishing for Litter Scheme and Aquaculture producer clean-ups.

Continue to promote and support An Taisce Green School's education programme including the themes on litter and waste, biodiversity, and global citizenship marine environment.

On an ongoing basis; continue to implement the Producer Responsibility Initiative to increase the recycling of batteries and accumulators; increase the recycling of farm plastic waste through the application of the farm plastics recovery scheme; increase the recycling of construction and demolition waste; increase the recycling of tyres; increase the recycling of end of - life vehicles; increase the recycling of packaging waste; and to continue to promote; co-ordinate and finance the collection and recovery of packaging waste in order to achieve the objectives set out in the Packaging Waste Directive

Ireland will continue to implement the Microbeads Prohibition Act (2019).

By 2024 Ireland will have fully implemented the Single Use Plastics Directive.

Support the implementation the OSPAR North-East Atlantic Environment Strategy 2030; carrying out tasks, measures and actions designed to achieve its 54 operational objectives - to deliver clean, biologically diverse, healthy, productive and sustainably used seas; resilient to climate change and ocean acidification.
