Implement the measures foreseen in the “Priority Action Programme for the Natura 2000 network in Latvia (2021-2027)” (PRP 2021-2027) related to the protection of marine biodiversity
Implement the measures foreseen in the “Priority Action Programme for the Natura 2000 network in Latvia (2021-2027)” related to pressures affecting marine biodiversity
Implement a pilot project to limit the access of holidaymakers to coastal nesting birds in three coastal SACs in areas and during the period
Continue the regular monitoring of coastal waterbirds and coastal breeding birds in the framework of the National Monitoring Programme
Improve the information base on the provision of marine ecosystem services, spatial assessment and public availability of socio-economic values and information to support policy decision-making
Develop the MPA management plan for each MPA’s quantitative benthic habitat conservation objectives and the management measures necessary to achieve them to avoid anthropogenic pressures and effectively protect native species
Develop a national methodology for assessing the effectiveness of the MPA network.
Impose restrictions on recreational activities for the protection of breeding birds in places and during the period (beginning of May – end of July), control of compliance with restrictions and monitoring to assess the effectiveness of the measure
Develop and implement a species protection plan (SAP) for coastal nesting bird species not in GES
Prepare the necessary information and proposals for changes to the renewed maritime planning and the thematic planning of coastal public infrastructure in relation to areas, objectives and measures for the protection of benthic habitats and seabirds
Implement exploratory monitoring to provide information in addition to indicators to assess the status and pressures of seabirds in line with the requirements of the JSD and the HELCOM indicators
Implement activities for international information exchange and coordination on the assessment of the status and pressures of seabirds and the development of conservation measures
Measure description
designate new MPAs for the protection of benthic habitats in EEZ waters and develop a MPA management plan; ensure monitoring of marine habitats and regular monitoring of marine biodiversity, including in marine Natura 2000 areas; carry out an evaluation of the effectiveness of the marine Natura 2000 network; research on important feeding, breeding and migration sites and habitats for seabirds
carry out a study on the impact of invasive alien species (ISS) on ecosystems, habitats, natural species and on the best containment methods for IAS not included in the IAS list of EU importance; implement IAS monitoring and develop and implement an action plan to limit marine IAS; monitoring seal and bird by-catches and developing measures to reduce by-catches of birds and seals in coastal fisheries; assess the impact of climate change on species and habitats and develop adaptation measures; carry out an assessment of the impact of wind farms on migratory birds; implement emergency pollution actions at sea; implement measures related to the restoration and protection of coastal habitats, the reduction of anthropogenic pressures from major public events and the development of tourism infrastructure along the coast
(from 1 April to 1 August, in the ‘Owis’ (Irbe Estuary) and in the Slyter National Park (Cikhan estuary) and from 1 May to 1 August in the Natural Park ‘Pie-Maritime’ (Guia estuary)).
