Measure description |
Initially, the developed measure concerned only two species of seabirds (Puffinus yelkouan) and the Mediterranean subspecies of mottled cormorant (Phalacrocorax aristotelis desmarestii) selected as common indicators for Bulgaria and Romania, as both species are monitored on the coasts of the two countries. The measure is extended to all important protected bird species included in the Standard Form of the Natura 2000 site ROSPA 0076 Black Sea and in the Management Plan of ROSPA Black Sea. The measure aims to collect detailed information on the resting and feeding areas of selected marine species and will support the Monitoring Program D 1,4 - Seabirds in Bulgaria and Romania. |
The measure refers to the human activities in the marine environment mentioned/listed in art. 8 of Directive 2014/89/EU establishing a framework for maritime spatial planning. The measure does not cover military activities. The measure implementation involves preparatory activities for amending/adapting national legislation if necessary, public and sectoral consultations, and legislation adaptation. |
The measure was jointly developed by Romania and Bulgaria under the project ""Technical and administrative support for the joint implementation of the Framework Directive"" Strategy for the Marine Environment ""in Bulgaria and Romania - Phase 2"".
This measure is aimed at creating a coherent and representative network, common / combined, of Marine Protected Areas in the Exclusive Economic Zones of Romania and Bulgaria. 'Coherent' and 'Representative' refer to Article 13 of the Marine Strategy Framework Directive. Consistency could mean that there should be a connection between the physical conditions of the environment (wind, sea currents) and habitats. 'Representative' could mean that all major habitat types are protected (both coastal and offshore habitats should be included).
The measure aims to improve the marine environment and increase the control of regulated activities that could affect the ecosystems of Marine Protected Areas.
A Working Group should set out the criteria for defining the network and recommend actions for its implementation.
The measure requires the following actions:
1. Investigate the current distribution of Marine Protected Areas, coherence and representativeness
2. Control of regulated activities in or near Marine Areas |
The measure refers to the need to create physical connections between habitats and protected species whose reproductive cycle or feeding behaviour involves the movement between habitats located at a distance from each other, physically separated by areas where they do not benefit from protection. The implementation of the measure involves the following actions: studies on habitats and species identification that should benefit from the creation of ecological corridors; studies on the technical and economic possibilities of creating corridors; consultation of stakeholders and starting the procedures for delimitation and establishment of ecological corridors. |
This measure involves the development of a management tool to anticipate risks for the protection and conservation of habitats in protected areas, considering socio-economic activities with potential negative impact on them, given the location of protected areas in the coastal area, heavily anthropized.
The implementation of the measure involves the following actions:
1. Identifying socio-economic activities with direct, indirect and cumulative impact on protected habitats;
2. Classification of habitats according to their sensitivity and vulnerability to potential adverse effects;
3. Use of modeling software (eg Marxan) to estimate / quantify risks and make the best management decisions for activities with a negative impact. |
This measure aims to fulfilling Romania's obligations since the adoption of the Maritime Spatial Planning Directive, which involves the coordination between all projects / activities of socio-economic development of the coastal area with the objectives of protection and conservation of habitats and species from marine protected areas.
Actions required to implement this measure:
1. Adoption of a Joint Action Program concerning the objectives of socio-economic development included in the Zonal Urban Plans and those for the protection and conservation of marine protected areas through an Agreement between local administrative authorities, economic agents with coastal development interests and custodians / protected area administrators.
2. Personal training and acquisition of software required for spatial maritime planning by decision-making authorities;
3. The use (for the purpose of Maritime Spatial Planning) of decision-making tools, which facilitates the choice of the best options for the use of maritime space, taking into account the interactions between the socio-economic activities;
4. Public consultations with authorities responsible for maritime spatial planning in order to avoid conflicts of interest. |
The measure will be based on the collection of marine litter accidentally caught in fishermen's fishing gear.
The measure will also include an economic component (stimulating fishermen).
The implementation of the measure involves the following actions:
1. Awareness / sensitization campaigns for fishermen on the importance / need for marine litter collection;
2. Development of a system of incentives (eg financial) for fishermen and its application (and identification of sources of funding for the incentive system);
3. Ensuring the necessary infrastructure for waste collection (equipping fishing vessels with bags for waste collection, creating facilities at landing points (eg bins, car transport, etc.) for collecting ""caught"" waste and transporting them to collection units and processing. |
This measure is mandatory in the context in which Romania must comply, as a signatory to the Convention on Biodiversity and the launch of the European Union Biodiversity Strategy for 2020 (UEBD2020), with their requirements. They set out the activities to be undertaken by the Member States in the following period:
- Creating ecosystem services maps
- Assess the state of marine ecosystems and their services
- Evaluate, by 2020, from an economic point of view, these services
- Integrate ecosystem values ??into their EU accounting and reporting systems.
The main actions to be taken to implement this measure are:
1. Identifying the types of services (eg, production, regulation, cultural, support) and prioritizing them;
2. Identifying the most appropriate methodologies for accounting valuation of types of services;
3. Training of custodians / managers of protected areas and also of economic agents regarding the evaluation of ecosystem services, local environmental authorities (APM) with attributions in the field of regulation of activities
4. Creating maps of the identified ecosystem services;
5. Development of a national system for the payment of ecosystem services and reinvestment of monetary value in ecological protection / restoration / reconstruction and long-term maintenance of ecosystem services. |
The measure is considered as a first step in the process of introducing new environmentally friendly fishing techniques (selective gear, placement of electronic devices type PINGER or ADD). |
The aim of the measure is to encourage small-scale coastal fishing, thereby promoting the use of technological innovations (e.g. more selective fishing techniques) that do not increase fishing effort. |
The measure was developed as a coordinated / joint measure between Romania and Bulgaria within the project Technical and administrative support for the joint implementation of the Marine Strategy Framework Directive (SPSF) in Bulgaria and Romania - Phase 2 ”. |
The measure implies to identify the areas where this type of trawling is allowed (the criteria used will be established by the Joint Working Groups) and aims to reduce damage to benthic habitats. |
The measure includes control components (after establishing the authorized areas for the use of longline fishing gear and those where they are prohibited, control operations should be carried out to monitor compliance) and monitoring and research components to assess the impact of their use on the ecosystem (depending on this assessment, the measure could be modified in terms of use requirements, when necessary). |
The measure concerns the improvement of the control functions of the competent authorities for the control of the requirements set out in Regulation (EU) No 182/2011. 1380/2013 for turbot nets used in the fisheries sector (material, mesh size and thickness). |
