Measure name
Amendment of existing legislation, if necessary, regarding maritime activities through the introduction of a permit regime for activities in marine territorial waters
Enhancing control over the use of ship cleaning areas in ports
Assessment of ecosystem functions and services
Measure description
The measure refers to the human activities in the marine environment mentioned/listed in art. 8 of Directive 2014/89/EU establishing a framework for maritime spatial planning. The measure does not cover military activities. The measure implementation involves preparatory activities for amending/adapting national legislation if necessary, public and sectoral consultations, and legislation adaptation.
The measure refers to strengthening the control (regarding both personnel and improving logistics) for compliance with the provisions of MARPOL 73/78 and Directive (EU) 2019/883 on the discharge of organic and mineral waste into the cleaning areas of ports. The measure is addressed to the reduction of the intake of nutrients, organic matter and contaminants (chemical and microbiological) in territorial waters and in the Exclusive Economic Zone. The implementation of the measure involves the following actions: 1. Establishment of a working group to review the system of sanctions (review of the amount according to the level of pollution, intention, etc.); 2. Training of control staff; 3. Supplementing control staff; 4. Operational control (fuel, materials, boats, etc.).
This measure is mandatory in the context in which Romania must comply, as a signatory to the Convention on Biodiversity and the launch of the European Union Biodiversity Strategy for 2020 (UEBD2020), with their requirements. They set out the activities to be undertaken by the Member States in the following period: - Creating ecosystem services maps - Assess the state of marine ecosystems and their services - Evaluate, by 2020, from an economic point of view, these services - Integrate ecosystem values ??into their EU accounting and reporting systems. The main actions to be taken to implement this measure are: 1. Identifying the types of services (eg, production, regulation, cultural, support) and prioritizing them; 2. Identifying the most appropriate methodologies for accounting valuation of types of services; 3. Training of custodians / managers of protected areas and also of economic agents regarding the evaluation of ecosystem services, local environmental authorities (APM) with attributions in the field of regulation of activities 4. Creating maps of the identified ecosystem services; 5. Development of a national system for the payment of ecosystem services and reinvestment of monetary value in ecological protection / restoration / reconstruction and long-term maintenance of ecosystem services.

Measure purpose
Establish monitoring programmes (of relevant activities, pressures or impacts)
Assess effectiveness of the measures (through assessing changes in state/impact/pressure in the marine environment); Directly prevent further inputs of a pressure (e.g. by managing the source activity); Directly reduce existing levels of the pressure in the marine environment (e.g. removal of litter or oil spill clean-up); Improve knowledge base (e.g. by research or one-off surveys); Indirectly prevent further inputs of a pressure (e.g. by governance mechanisms, financial incentives, awareness campaigns)
Improve knowledge base (e.g. by research or one-off surveys)
Pressures
  • Disturbance of species (e.g. where they breed, rest and feed) due to human presence
  • Extraction of, or mortality/injury to, wild species (by commercial and recreational fishing and other activities)
  • Input of litter (solid waste matter, including micro-sized litter)
  • Input of nutrients - diffuse sources, point sources, atmospheric deposition
  • Input of organic matter - diffuse sources and point sources
  • Input of other forms of energy (including electromagnetic fields, light and heat)
  • Input of water - point sources (e.g. brine)
  • Input of litter (solid waste matter, including micro-sized litter)
  • Input of microbial pathogens
  • Input of nutrients - diffuse sources, point sources, atmospheric deposition
  • Input of organic matter - diffuse sources and point sources
  • Input of other substances (e.g. synthetic substances, non-synthetic substances, radionuclides) - diffuse sources, point sources, atmospheric deposition, acute events
  • Litter and micro-litter in species
  • Extraction of, or mortality/injury to, wild species (by commercial and recreational fishing and other activities)
  • Input of genetically modified species and translocation of native species
