Method used
The targets were set directly in relation to Descriptor 8 ( Annex I MSFD) and its related criteria (as outlined in the COM Decision 2010/477/EU) and with respect to the characteristics and pressures (Annex III MSFD).The approach focuses on Annex IV MSFD.

Description [Targets]
5.1.1 DIP-GES is determined by stable levels in the off shore areas and decreasing levels nearby land based sources, especially WWTPs of major cities. Regarding river input, we cannot make any prediction because depends on the hydrological regime which, seasonally influence the ecosystem variability. However, the efforts to reduce phosphorus input were found in the some recovering signals of the NW Black Sea.

Development status
Further development needed (expected to be operational by 2018). The time scale of the targets was not yet establish taking into consideration that the evaluation depends on the following aspects: there were not enough data at the national level; the decision on the GES establishment will be updated by the EC based on the results obtain from the MS during the first reporting cycle (2012) and there were insufficient data regarding the inputs from the third countries of the Black Sea Region.
