Justification description |
Undantag från att nå god miljöstatus 2020 för marint skräp tillämpas för Västerhavet.
Undantaget motiveras både av att Sverige inte själv ansvarar för alla de åtgärder som skulle behöva vidtas (29 § 1 havsmiljöförordningen) och av att naturliga förhållanden inte tillåter en snar förbättring (29 § 4 havsmiljöförordningen) då vi dels är beroende av andra länders åtgärder och eftersom stora mängder skräp redan finns i havsmiljön.
Västerhavet och framför allt Bohuskusten är mycket hårt drabbat av extern tillförsel av marint skräp, eftersom skräp från hela Nordsjön driver med strömmar till Skagerrak. Av det skräp som återfinns på stränderna uppskattas ca 80 % komma från andra länder. I underlaget till den EU- gemensamma rekommendationen om tröskelvärde för skräp på stränder konstateras att den svenska delen av Västerhavet hör till de allra mest belastade områdena inom EU. I modellberäkningar som gjorts över minskning av skräp uppskattas tiden för att klara tröskelvärdet till 4-5 förvaltningscykler, alltså omkring 2050.
Exceptions for marine litter apply in the Swedish part of the Greater North Sea
The exception is mainly justified by the fact that Sweden itself is not responsible for all the measures that would need to be taken (Article 14(1)(a)) but it is also relevant to consider conditions which do not allow timely improvement (Article 14(1)(e) as we depend on other countries’ measures and because large amounts of litter are already present in the marine environment.
The North Sea and the Bohus coast in particular are severely affected by the external supply of marine litter, as litter from the North Sea is drifting with streams to the Skagerrak. Some 80 % of the litter found on the beaches is estimated to come from other countries. The basis for the EU joint recommendation on the threshold values for litter on beaches states that the Swedish part of the North Sea is one of the most heavily burdened areas in the EU. Model calculations for litter reduction estimate the time to meet the threshold of 4-5 management cycles, i.e. around 2050.
