According to Section 23 of the Marine Environment Regulation, the SwAM shall, when implementing monitoring programs for the MSFD, cooperate with the Swedish Environmental Protection Agency, other authorities, municipalities, organizations and others in the manner and to the extent that SwAM finds appropriate. In the process of producing descriptions of monitoring programmes and monitoring strategies, SwAM has collaborated with the Swedish Environmental Protection Agency, the Swedish Food Agency, the Coast Guard, SMHI, the Swedish Geological Survey, the Swedish Maritime Administration and the Swedish Radiation Safety Authority.

Regional cooperation
Sweden (SE) participate in the coordination efforts made in working groups, expert networks and workshops within EU, Helcom, Ospar, Ices and EEA, as well as between neighboring countries such as Finland, Norway and Denmark. SE participate in WG DIKE, WG GES and MSCG as well as with experts in TG Marine Litter, TG Noise and TG Seabed in EU. In OSPAR we take part in ICG-MSFD (Intersessional Correspondence Group on the Marine Strategy Framework Directive) and relevant committées like BDC (Biodiversity), HASEC (pressures) och EIHA (Human activities). Swedish monitoring are regionally coordinated in OSPAR and HELCOM through JAMP (Joint Assessment and Monitoring Programme). Expert groups contributing to JAMP are ICG-ML (litter), ICG COBAM (biodiversity), ICG EUT (Eutrophication), MIME (Contaminants) and ICG Noise. In Helcom SE participate in WG State and Conservation (S&C) supported by GEAR as well as with experts in groups, networks and projects such as FISH-PRO II, PEG (phytoplankton), ZEN QAI (zooplankton), EG MAMA (mammals), MORS (radionuclides), IN EUT (Eutrophication), EN Hazard (contaminants) and PLC6 (inputs). Swedish monitoring are regionally coordinated in HELCOM through Helcom Monitoring Manual and Monitoring Guidelines. SE also collaborate with other countries through ICES working/ expert groups, mainly regarding fish but also other components in the food web as well as understanding seafloor integrity, physical disturbance and monitoring of underwater noise and marine litter. ICES also contribute to data management and QA/QC. SE reports data regularely to EIONET, within Water Information System for Europe, WISE-6, State of the Environment, SoE, water quality and WISE-2 biological coastal data.
