I Sverige tillämpas endast undantag från att nå god miljöstatus 2020 och inte undantag från att nå miljömålen enligt artikel 10 i direktivet (miljökvalitetsnormer med indikatorer). När det gäller detta undantag finns därför ingen koppling till RelevantTarget eftersom undantaget från att nå god miljöstatus inte bedöms påverka någon miljökvalitetsnorm med indikator. Undantag tillämpas för knubbsäl i Östersjön och det motiveras främst av att naturliga förhållanden inte tillåter en snar förbättring (29 § 4 havsmiljöförordningen), men det är även relevant att beakta att Sverige inte själv ansvarar för alla de åtgärder som skulle behöva vidtas (29 § 1 havsmiljöförordningen). Knubbsälspopulationen i Östersjön är främst knuten till Kalmarsund och populationen begränsas av tillgängligt habitat. Den har begränsat utbyte med andra populationer i Egentliga Östersjön och det maximala utbredningsområdet omfattar även kusterna i Estland, Polen och Tyskland. Eftersom det inte bedöms som sannolikt att populationen expanderar till dessa områden under de närmaste decennierna bedöms god miljöstatus ligga minst 20 år framåt i tiden. In Sweden, only exceptions from reaching good environmental status in 2020 apply and not exemptions from achieving environmental targets under Article 10 of the Directive. Therefore, as far as this exception is concerned, there is no link with ""RelevantTarget"" since the exception from achieving good environmental status is deemed not to affect any target. Exceptions are applied for harbor seal (Phoca vitulina) in the Baltic Sea. The exception is mainly justified by natural conditions which do not allow timely improvement (Article 14(1)(e)), but it is also relevant to consider that Sweden itself is not responsible for all the measures that would need to be taken (Article 14(1)(a)). The harbor seal population in the Baltic Sea is mainly linked to the Kalmar Sound area and the population is limited by available habitat. It has limited exchange with other populations in the Baltic Proper and the maximum extent area also includes the coasts of Estonia, Poland and Germany. As the population is unlikely to expand into these areas in the coming decades, good environmental status is considered to be at least 20 years in the future.
