Sovereignty of the Republic of Slovenia (Article 4 of the Maritime Code (Official Gazette of the Republic of Slovenia, No. 26/2001, 21/2002, 110/2002-ZGO-1, 2/2004, 37/2004-UPB1, 98/2005, 49 / 2006, 120/2006-UPB2, 88/2010, 59/2011)) at sea extends beyond its land area and its internal sea waters to the territorial sea of the Republic of Slovenia, to the airspace above it, as well as to the seabed and subsoil of this sea. The Republic of Slovenia may exercise its sovereign rights, jurisdiction and control over the sea surface, the sea water column, the seabed and the ssubsoil beyond the borders of state sovereignty in accordance with international law. Article 13 of the Maritime Code defines the territorial sea of the Republic of Slovenia as a sea area extending from the baseline in the direction of the high seas to its external border, permitted under international law or to the border line determined by an international treaty. The external border of the territorial sea is the state border of the Republic of Slovenia at sea. The boundaries of the internal waters of the sea of the Republic of Slovenia are represented by the official data layer of the Surveying and Mapping Authority of the Republic of Slovenia, ie. k.o. The sea. The Republic of Slovenia has declared the continental shelf and the ecological protection zone of the Republic of Slovenia with the Act on the Declaration of the Protected Ecological Zone and the Continental Belt of the Republic of Slovenia (ZRZECEP) (Official Gazette of the Republic of Slovenia, No. 93/2005), where it exercises its sovereign rights law on research and sustainable use, conservation and management of marine resources, and jurisdiction on scientific research and conservation and protection of the marine environment in accordance with international law and obligations under the acquis. The ecological protection zone covers the area outside the territorial sea of the Republic of Slovenia. The final external border of the ecological protection zone (Article 5 of the ZRZECEP) is determined by an agreement with neighbouring countries in accordance with international law. The border of the continental shelf with the Republic of Croatia will be determined by an international agreement between the two countries. In the ecological protection zone (Article 6 of the ZRZECEP), the acquis communautaire and the acquis communautaire in the field of protection and preservation of the marine environment, including the archaeological heritage, and in accordance with the provisions of XII. part of the United Nations Convention on the Law of the Sea. A more detailed manner of exercising individual sovereign rights and jurisdiction (Article 7 of the ZRZECEP) is regulated by implementing regulations. The Decree on Determining the Fishing Sea Area of the Republic of Slovenia (Official Gazette of the Republic of Slovenia, No. 2/2006) defines fishing zone C (Article 4), which includes the area of the ecological protection zone of the Republic of Slovenia and the open sea area in the Adriatic Sea. The area of the Water Management Plan is determined by Article 4 of the Decree on the detailed content of the marine environment management plan (Official Gazette of the Republic of Slovenia, No. 92/2012) by determining the territorial starting points for the plan to be prepared, implemented and updated under the sovereignty or jurisdiction of the Republic of Slovenia. Article 2 defines in more detail the concept of sea waters, where it is defined that sea waters are territorial sea with seabed and subsoil in accordance with the regulations governing maritime affairs and coastal waters with seabed and subsoil in accordance with the regulation governing more detailed content and the method of preparing a water management plan if individual impacts of the environmental status of marine waters are not addressed in the regulations governing water management.

12. Zasedanju Komisije je bilo 27. In 28. Oktobra 2011 v Portorožu, Slovenija. Na zasedanju so bili predstavniki Hrvaške, Italije, Črne gore, Slovenije, Albanije in predstavniki DG MARE in PAP/RAC. Na zasedanju je bila pripravljena Strategija za Jadran, ki je skladna z ekosistemskim pristopom v okviru implementacije Direktive o morski strategiji., 11.7.2012 je bil v Rimu prvi sestanek na ekspertnem nivoju med predstavniki Italije, Malte in Slovenije. Italija in Slovenija sta podrobneje predstavili svoje delo na vsebinah po čl. 8., 9 in 10 in si izmenjali prve izkušnje in sezname ekspertov, ki so na nacionalnem nivoju odgovorni za pripravo posameznih vsebin. Nadaljnje usklajevanje je potekalo individualno, v okviru možnosti., 17.9. je bil v Portorožu sestanek v okviru jadransko Jonske pobude, na katerem je bila tudi sekcija z naslovom "Helthier marine environment and sustainable fishery". V okviru sekcije je bilo predstavljeno delo, relevantno za Začetno presojo stanja morskega okolja, za izbor kazalnikov in določitev ciljev v skladu z morsko direktivo, ki se izvaja v Italiji, na Hrvaškem in v Sloveniji. Poudarek je bil na vsebinah za presojo biodiverzitete, komercialnih vrst rib, morskih odpadkov ter podvodnega hrupa.

29.-30.10.2012 was a workshop of the Ecosystem Approach Coordination Group, where the Good Environmental Status and Targets Group (GESG) is a national expert. The group is divided into three groups, one of which is "Pollution and waste". Meeting of experts in the field of pollution and waste (Eco) 5 - Eutrophication, 9 - Pollution, 10 - Waste and 11 - Noise. The workshop took place in Sarajevo, Bosnia. During the meeting, experts from 14 Mediterranean countries (Albania, Bosnia-Herzegovina, Cyprus, Montenegro, Egypt, the European Commission, France, Greece, Croatia, Italy, Israel, Morocco, Slovenia and Spain) agreed and commented on the developed qualitative and quantitative targets for the establishment of good environmental status of the marine environment with regard to ecological objectives (Ecologic Objective), which are in line with the Moro Directive. The UNEP/MAP Secretariat proposed GES approaches and targets for the four ecological objectives, which the meeting participants commented and finally endorsed. Arrangements were also made to agree baseline values. Where there is a lack of data for target setting or baseline values, the monitoring of activities under the MAP and in line with the ECAP approach shall be included.
