Der Qualitätszustandsbericht (QSR) für den Nordostatlantik (OSPAR, 2010) beschreibt auf Basis einer OSPAR-UNEP-KIMO-Bewertung des Nordostatlantiks (OSPAR, 2009a) und den Ergebnissen des Spülsaummonitorings im Konventionsgebiet die Einträge von menschlichen Abfällen in die Meere als beständiges Problem, welches die gesamte Meeresumwelt in einem nicht akzeptablen Ausmaß betrifft. Darüber hinaus haben eine Reihe internationaler Gremien und Konventionen Handlungsbedarf formuliert und arbeiten aktiv am Thema Abfallreduzierung (z.B. das Umweltprogramm der Vereinten Nationen, die Internationale Seeschifffahrtsorganisation, London und Basel Übereinkommen).Aus Gründen der Vorsorge sollte der Abfall in der Nordsee kurzfristig reduziert werden. Die Vorgehensweise könnte zunächst vergleichbar mit dem in der Vergangenheit erfolgten Umgang mit zu hohen Nähr- und Schadstoffeinträgen im Rahmen der Nordseeschutzkonferenzen und OSPAR liegen. Analog des damaligen politischen Vorgehens bei der Nährstoff- und Schadstoffreduzierung (politisches 50%-Ziel) ist ein erster richtungsweisender Zielwert für die Reduktion der Abfalleinträge in der Nordsee festzulegen, um den guten Umweltzustand bis 2020 nach MSRL zu erreichen.Es bietet sich an, für die nationale Umsetzung dem Reduktionsansatz der Task Group 10 (Joint Research Center, Internationaler Rat für Meeresforschung und Ifremer im Auftrag der Europäischen Kommission) zu folgen. Diese empfiehlt eine allgemeine messbare und signifikante Reduktion mariner Abfälle bis 2020 und spezifiziert dies mit einer 10-Prozent-Reduktion pro Jahr ab Einsatz der Maßnahmenprogramme für die Spülsäume. Eine Änderung von MARPOL Annex V wurde in diesem Jahr von der IMO beschlossen. Sie sieht u.a. ein grundsätzliches Verbot des Einbringens von Abfall in die Meeresumwelt vor. Im Sondergebiet Nordsee bestehen eng begrenzte Ausnahmen, vor allem für Lebensmittelreste und bestimmte als ungefährlich eingestufte Ladungsrückstände und Deckwaschwasser. Mülltrennung an Bord, Kontrollen auf See und Entsorgung in Abfallauffanganlagen an Land erhalten damit eine höhere Bedeutung.Die formulierten Zielsetzungen harmonieren mit der durch OSPAR (200) konstatierten Notwendigkeit von zusätzlichen Anstrengungen, um Einträge von menschlichen Abfällen in die Meere künftig zu verhindern sowie mit der durch die nationale Meeresstrategie (BMU, 2008) formulierten Absicht, den Eintrag von Abfällen soweit wie möglich zu senken. Overview of current and initiated policy
•MARPOL Convention Annex V imposes a complete ban on waste disposal as of 1 January 2013, with some exceptions (food remnants). In addition, keeping a Garbage Record Book is already compulsory.
•The Netherlands is committed to optimising the European Directive on port reception facilities by such measures as the mandatory delivery of waste when a ship leaves for a port outside the EU, a European information and monitoring system, and harmonisation of the enforcement and financing systems.
•At the Netherlands' initiative, the marine environmental awareness course will become a mandatory part of maritime educational programmes all over the world.
•The Netherlands has put the issue of plastic waste in the sea on the UNEP agenda.
•Waste processing in the Netherlands is organised in a high-grade and sustainable manner: only 4% of waste ends up being dumped. This percentage must be cut to 3.5% by 2015.
•By 2012, 42% of plastic packaging waste collected from households in the Netherlands will have to be recycled.

Se trata de un objetivo ambiental nuevo específicamente establecido para la estrategia marina de la demarcación canaria a fin de mejorar el conocimiento de los impactos de las actividades humanas sobre el ecosistema marino. Si bien la necesidad de mejorar el conocimiento sobre el estado de la biodiversidad en general y marina en particular así como la necesidad de establecer programas de seguimiento está contemplada en la Ley 42/2007, de 13 de diciembre, del Patrimonio Natural y de la Biodiversidad; en el Real Decreto 1997/1995, de 7 de diciembre, por el que se establecen medidas para contribuir a garantizar la biodiversidad mediante la conservación de los hábitats naturales y de la fauna y flora silvestres así como en el Real Decreto 1274/2011, de 16 de septiembre, por el que se aprueba el Plan estratégico del patrimonio natural y de la biodiversidad (2011-2017). Éste es el objetivo de partida fijado por la Directiva marco sobre estrategia marina y que de forma general está relacionado y es compatible con los objetivos establecidos en el ámbito internacional, comunitario y nacional en relación al protección del medio costero y marino (Directivas de protección de la calidad de las aguas y de protección de la Biodiversidad (Hábitats y Aves) y normativa nacional resultado de la transposición de dichas Directivas.
