"The monitoring programme for seabed habitats consists of subprogrammes that fulfils the main parts of the DPSIR causal framework: • State of habitats (habitat for species, extent, suitability) • Mortality rates from anthropogenic activities • Distribution and extent (incl. habitat forming species and biogenic reefs) • Physical characteristics (topography, bathymetry, organics, oxygen levels) • Community characteristics (species composition, abundance and/or biomass) • Benthic species (species composition, abundance, coverage) • Physical loss –dredging and disposal of dredged materials • Pysical disturbance from bottom trawling • Extracting non-living ressources
The oceanographical monitoring programme of the Danish Meteorological Institute, DMI measures water level, tides, water temperature and currents that provide data for the forecast models of the DMI institute. The data supplements the general marine data collected in the framework of the existing environmental monitoring and is included in the marine models being developed under the National Monitoring Programme for Water and Nature, NOVANA. In the present BALDK-D07 programme on hydrological changes extraction operations are included as these may cause hydrographical changes. Major infrastructure works such as the fortcoming fixed link between Denmark and Germany is not included in the MSFD programme. A separate programme will be developed to control and monitor environmental status in relation to the environmental targets stipulated in the forthcoming Construction Bill for the fixed link across Fehmarn,

Das Monitoring der pelagischen Habitate liefert Daten über Artenzusammensetzung, Abundanz, Gesamtbiomasse sowie Biomasse funktioneller Gruppen der vorherrschenden Phyto- und Zooplanktongemeinschaften. In Kombination mit den ebenfalls erhobenen Daten zu möglichen Belastungen werden darüber Teilaskpekte des Deskriptors Biodiversität sowie Nahrungsnetze abgedeckt.
The programme provides data on key indicators for descriptor 1 and 4 and 6 . Existing data series will provide information on variability , trends and distance from levels recorded previously and/or provide data for establishing of quantitative GES reference values.
The general programme provides information to assess possible alternations og the physical environment. Th extration activity is regulated in detail in Statutory Order no. 1169 issued 3/10-2013. In addition to this separate programmes are prepared in relation to possible large scale construction activities at sea based on EIA-assessments.
The monitoring supports indicators which measure the distance to GES. The monitoring is sufficient to detect the natural variability. The monitoring of benthic fauna and flora is established; currently biotopes are being monitored through this monitoring. The Finnish underwater nature mapping program (VELMU) has mapped all benthic biotopes which serves as a baseline for monitoring of the remaining biotopes, which will be assessed by 2018 on the basis of this mapping.

There is a linkage between sub-programmes and descriptors provided in monitoring programme. However, the monitoring programme at present stage is incomplete due to lack of knowledge and correspondingly insufficient number of available indicators. At this time there is no or only very few indicators for descriptors 1, 4 and 6. Some ongoing work will result in HELCOM CORE set indicators for biodiversity that would be used for D1. However, indicator description is not yet finished. Therefore, it is not possible to assess how well adopted monitoring programme will contribute to assessment needs by use of developed indicators. Consequently, the need to amend monitoring programme is already foreseen.
Programme covers all relevant subprogrammes regarding submerged vegetation, benthic macroinvertabrates and hydromorphological features.

The status shall be assessed annually using monitoring data on the basis of indicators of good environmental status. A revision of the objectives and related indicators is foreseen for 2015. The adequacy and adequacy of monitoring will then be assessed in order to assess progress towards objectives.
The monitoring programme will allow further assessment of the status of habitats on the basis of the benthic quality index (BQI). The targets will also be reviewed and revised in the first half of 2015, which will then assess the adequacy of the monitoring and its adequacy in assessing progress towards targets. The programme will be improved as necessary.
The monitoring programme is incomplete at the present stage due to lack of knowledge and severe limitation in indicator availability. The indicators are lacking as well as system/tool to aggregate the indicator-based assessments so that the overall progress towards targets could be assessed. Bereits in der WRRL wurde ein Pressure-Bezug für benthische Indices nachgewiesen. Problematisch sind die Kausalbezüge in Systemen in denen mehrere Stressoren gleichzeitig wirken. Im Vergleich von Referenzgebieten (Stressorenausschluss) zu Belastungsgebieten wird der anstehende Test der Indikatoren /Parameter in Projekten zukünftig auch die Ableitung geeigneter Maßnahmen verbessern.

The programme provides data on key indicators of the seabed habitat together with the relevant pressures impacting the biodiversity and habitat quality of the sed bed
The programme provides data on key hydrological indicators including pressures impacting the hydrological quality. Extraction of nonliving ressources is regulated in detail in Staturoy Order no. 1169 issued 3/10-2013.
Data collected from licensing authorities (eg. constructions, dredging) and automatic identification system (AIS) is used in an assessment of pressures by HELCOM in the Baltic Sea region. HELCOM cumulative impact assessments have identified the impacts of activities on marine environment.
The number and location of bathing sites are monitored under this program. Their effects on water quality assessed under the Bathing Water Directive.
The location of the sites will sufficiently cover the diversity of natural conditions in the area under assessment and the potential impact of human activities.
National monitoring is an assessment of the status on the basis of macrozoobenthos. Monitoring sites are allocated according to the areas of economic activity and their potential impact. Monitoring shall also be carried out in areas where port excavation is carried out at sea. In addition, specif...
• The land-based pressure monitoring is addressed in the frame of Water framework directive. • Atmospheric depositions of nutrients and selected contaminants are addressed on regional level through cooperation in HELCOM frame. The actual calculations are performed by EMEP and presented for the whole regional in form of maps. • The ship traffic intensity as well as oil pollution by ships is addressed in form of regional cooperation in HELCOM. Oil spill maps are regularly updated and published on HELCOM web page covering whole region. • Fishing pressure is addressed in the frame of CFP. • The physical impact by port activities (dumping of dredged material, maintenance of port facilities) and potentially impact by construction of other infrastructure is and will be addressed locally in frame of Impact assessment procedure and following operator monitoring. • The marine litter will be addressed on regional scale. Currently HELCOM Marine litter action plan, that will include also suggestions on monitoring, is in elaboration stage. • Noise is not addressed at present.
The programme will reflect directly human activity esspecially in relation to eutrofication.

Aussagen, wie das Monitoring eine Effizienzkontrolle der Maßnahmen gewährleistet, können erst nach Festlegung der einzelnen Maßnahmen getroffen werden. There are no specific technical descriptions of the methods behing the distribution maps. It takes place in two phases - mapping of bottom substrates using either side scan sonar or multibeam sonar and surveys of the biological compositions of the areas using videosurveys. DTU Aqua has access to VMS data from all Danish commercial vessels from 2005 (above 15 meters) and from 2012 (above 12 meters). VMS data has been linked to logbook data and can therefore show pressure on the seabed by gear and target species.The access is to all Danish vessels within this size category in all waters.

The monitoring is not systematic. Larger scale distribution mapping of reefs and sandbanks started in 2011. Mapping takes place within Natura 2000 areas and specific mapping of deep muddy bottom and shallow mud surfaces are not mapped.

The level of contaminants (Hg, Cd, Cu, PAH, PCB, TBT) and the volume of dredged masses are measured as a part of monitoring of licensed activities along the Finnish coast. The volume of dredged masses are measured and the contaminant levels are determined by standard methods.The cumulative effects of selective exploitation of the seabed is also monitored within this sub-programme. Information on marine constructions and shipping is collected through licensing authorities and HELCOM.

The satellite calibrate their data against a fixed buoy each day as it passes over the buoy. The satellites reading is then compared with the buoy's registration. The raw data that are are transmitted from the satellite are brought together and each pixel in the images gets a mark of quality and areas where the images have missed some areas are marked.

Monitoring of shallow seabed habitats has been started in the Finnish underwater mapping program VELMU. The VELMU-program provides baseline habitat maps for the basis of future monitoring. The monitoring methods are described in the HELCOM Monitoring manual (see above).
Time series started before 2002 are carried out according to the Swedish monitoring method described in "Provfiske med kustöversikttsnät, nätlänkar och ryssjor ".

Currently the definitions of the habitat types are not agreed on between countries,. The definition fits within the definition described in the habitatsdirective, but could still vary from country to country. However, if other countries have similar maps produced an overall view of the the distribution of habitat types should be possible. Danish data is currently used for fisheries regulation in an international setting - where other countries have fishing rights in Danish waters.
