GES description D3 Commercial fish and shellfish
Populations of all commercially exploited fish and shellfish are within safe biological limits, with a population distribution by age and size that reflects the good health of the stock.
Indexes for the level of fishing pressure and the stock biomass have been calculated for certain species that are main targets or are frequently caught in the bottom trawl fishery. Estimates are based on fisheries and survey data.
The marine environment of Cyprus is considered to be in good environmental status by the year 2020 if: (a) no stock is exploited beyond safe biological limits; If Fmsy (or his proxy F0.1) is not known, it will be assessed based on reported captures/biomass index, (b) The spawning stock biomass (SSB) is at a level capable of providing MSY or higher. If SSB is not known, the biomass index from trawl survey will be assessed, (c) Each fish stock contains a high percentage of adult fish and an adequate/normal population structure.
GES description D3C1 Fishing mortality rate (F) (3.1, 3.1.1, 3.1.2)
Si se interpreta FMSY como un valor objetivo, y no como límite, se espera que los valores de F fluctúen, a lo largo de la serie histórica, alrededor de FMSY. Bajo esta consideración, se define el BEA para el Criterio 3.1 como: "Ningún stock se encuentra fuera de los límites seguros de explotación: es decir, que F/FMSY sea ≤1.0 para al menos el 50% de los stocks y que F/FMSY no sea >1.6 para ningún stock"
Good environmental status is achieved when the following conditions are cumulatively met : - all stocks assessed must have a fishing mortality less than or equal to the fishing mortality at maximum sustainable yield with a 50% probability. In the absence of an estimate of the probability of reaching the target, and when an interval around the target value is defined, the value of fishing mortality estimated for that stock must be within that interval. The value of F must be less than or equal to FPA, which determines the biological safety zone of the stock; - all other stocks have a ratio between catch and biomass index showing a stable or decreasing trend.
To the purposes of implementing the Initial Assessment GES has been defined as the following: "GES is achieved when all commercial species are subjected to sustainable exploitation (not in overfishing), showing stability or a decrease in the ratio between catch and biomass indexes from trawl surveys" applying a preliminary threshold value of 100%. However, the overall practical evaluation of the applied process in the Italian seas highlighted that this kind of preliminary threshold might need to be revised, taking into account several issues, including, among the others, the outcome of the still ongoing process on CFP reform. All these aspects, therefore, should be duly considered to assess, as appropriate, the preliminary threshold to be used for GES. In particular the goal of achieving GES for all commercial species could be not achievable owing to the multispecific nature of Mediterranean fisheries as well as the multi-trophic interactions among species and the effects of environmental drivers on key biological processes, thus it could be expected that assessed trends might not respond directly/immediately/exclusively to pressure release (reduction in F). Therefore, the threshold values still needs to be assessed before a confirmation of GES. It is worth noting that, in the context of the Ionian Sea and Central Mediterranean sub-region (GSA16) and the Adriatic Sea sub-region (GSA17 and 18), there are stocks shared between EU and non EU countries. In this context it is necessary to put forward an international coordination to achieve sustainable exploitation. The international programs of the GFCM (Medsudmed and Adriamed) are seen as relevant institutional tools for the achievement of GES (that could be achieved only if an international coordinated effort will be put forward) and the setting of coherent programme of measures.

However, the overall practical evaluation of the applied process in the Italian seas highlighted that this kind of preliminary threshold might need to be revised, taking into account several issues, including, among the others, the outcome of the still ongoing process on CFP reform. All these aspects, therefore, should be duly considered to assess, as appropriate, the preliminary threshold to be used for GES. In particular, in the Mediterranean Sea, Fpa levels are not yet established and even uncertainty on stock assessment Fcurr and F0.1 are lacking. The goal of achieving MSY for all commercial species might be not achievable owing to the need of considering the multispecific nature of Mediterranean fisheries as well as the multi-trophic interactions among species and environmental drivers. Therefore, the threshold values still needs to be assessed before a confirmation of GES. Moreover, the application of 3.1.1 indicator is partially limited due to the relatively low number of assessed stocks (analytical stock assessment) in Italian waters. For the assessment of Fcurr or E and relative reference limits the most recent stock assessments that have been approved by GFCM, SGMED, ICCAT or STECF are taken into account. It is worth noting that, in the context of the Ionian Sea and Central Mediterranean sub-region (GSA16) and the Adriatic Sea sub-region (GSA17 and 18), there are stocks shared between EU and non EU countries. In this context it is necessary to put forward an international coordination to achieve sustainable exploitation. The international programs of the GFCM (Medsudmed and Adriamed) are seen in this context as relevant institutional tools for the achievement of GES (that could be achieved only if an international coordinated effort will be established) and the setting of coherent programme of measures.
Dobro stanje, glede na kazalnik 3.1.1, je doseženo, ko je izpolnjen pogoj, da je ulov vseh komercialnih vrst trajnosten (definiran z ribolovno umrljivostjo) in je manjši od ciljne vrednosti skladne s trajnostno rabo vira (Fmsy) ali stopnjo izkoriščanja (E=F/Z za manjše pelagične ribe), kjer je stopnja izkoriščanja (E=0,4), kot je predlagana po Patterson (1992). Dobro stanje, glede na kazalnik 3.1.2, je doseženo, ko je razmerje med ulovom in biomasnim indeksom za vse komercialne vrste stabilno ali v upadanju za podatke, pridobljene pri vzorčenju z vlečnimi mrežami.
GES evaluation is based on the fishing mortality indexes that have been calculated for certain species that are main targets or are frequently caught in the bottom trawl fishery and purse-seine fishery.
Estimates of F/Fmsy ratios for the main target species of the bottom trawl fishery have been considered as fishing mortality proxies and consequently as indicators of the level of fishing pressure. Also, Estimates of fishing over total mortality (exploitation rate, E) for the main target species of the purse-seine fishery have been considered as fishing mortality proxies and consequently as indicators of the level of fishing pressure.
GES description D3C2 Spawning stock biomass (SSB) (3.2, 3.2.1, 3.2.2)
De acuerdo con la Decisión de la Comisión, SSB≥SSBMSY (o una biomasa precautoria, si no existiese un punto de referencia coherente con SSBMSY) se corresponde con el BEA. La Decisión de la Comisión señala que puede ser imposible alcanzar SSBMSY (normalmente estimado de forma separada para cada stock) para el conjunto de stocks de forma simultánea, debido a interacciones entre ellos. Por lo tanto, para el Criterio 3.2 está menos claro cómo definir el BEA en su conjunto y cómo combinar todos los stocks para obtener una evaluación del estado actual en relación con una posible definición del BEA.
No obstante, de forma similar a como se hizo para el Criterio 3.1, se propone una definición del BEA para el Criterio 3.2:
• El BEA se corresponde con que SSB/SSBMSY sea ≥1 para al menos el 50% de los stocks y que no sea <0.6 para ningún stock.
Good environmental status for the marine sub-region shall be achieved when the following conditions are cumulatively met: - all stocks assessed must have a spawning biomass level greater than or equal to the MSY-Btrigger level, below which the stock is considered to be outside the range of biomasses associated with maximum sustainable yield, with a probability of 50%; - all other stocks have a spawning biomass index showing a stable or positive trend.
To the purposes of implementing the Initial Assessment GES has been defined as the following: "GES is achieved when all commercial species show stable or significant positive trends of the biomass indexes from trawl surveys, referred to the sexually mature individuals of the population" applying a preliminary threshold value of 100%.
However, the overall practical evaluation of the applied process in the Italian seas highlighted that this kind of preliminary threshold might need to be revised, taking into account several issues, including, among the others, the outcome of the still ongoing process on CFP reform. All these aspects, therefore, should be duly considered to assess, as appropriate, the preliminary threshold to be used for GES. However, the overall practical evaluation of the applied process in the Italian seas highlighted that this kind of preliminary threshold might need to be revised, taking into account several issues, including, among the others, the outcome of the still ongoing process on CFP reform. All these aspects, therefore, should be duly considered to assess, as appropriate, the preliminary threshold to be used for GES. In particular, in the Mediterranean Sea, SSBpa or other SSBmsy related reference limits/targets are not yet established as well as a determination of uncertainty associated to stock assessment SSB reference levels. Moreover the goal of achieving SSBmsy for all commercial species might be not achievable owing to the need of considering the multispecific nature of Mediterranean fisheries as well as the multi-trophic interactions among species and environmental drivers. It is also worth noting that the time-lag in response of SSB according to the reduction in fishing mortality (as a measure to re-establish SSB) is also unknown, leading to uncertainty in the time needed to achieve GES. Therefore, the threshold values still needs to be assessed before a confirmation of GES. Moreover, the application of 3.2.1 indicator is very limited in the Italian contexts (and the Mediterranean as well) due to the relatively low number of assessed stocks (analytical stock assessment) that provides SSB reference levels. Indeed for the assessment of 3.2.1 indicators in the context of the Initial Assessment only those stocks assessed by ICCAT (i.e. large pelagics) had output that allowed to apply such indicator. It is worth noting that, in the context of the Ionian Sea and Central Mediterranean sub-region (GSA16) and the Adriatic Sea sub-region (GSA17 and 18), there are stocks shared between EU and non EU countries. In this context it is necessary to put forward an international coordination to achieve sustainable exploitation. Dobro stanje, glede na kazalnik 3.2.1, je doseženo, ko je biomasa drstitvenega staleža (SSBMSY) nad mejno vrednostjo. Dobro stanje, glede na kazalnik 3.2.2, je doseženo, ko je biomasni indeks za odrasle osebke za vse komercialne vrste stabilen ali v upadanju za podatke, pridobljene pri vzorčenju z vlečnimi mrežami.
GES evaluation is based on biomass indicators that have been calculated for certain species that are main targets or are frequently caught in the bottom trawl fishery. As SSB estimates are not available the ratio of total biomass over Bmsy has been used as proxy for SSB trends.
SSB estimates have been obtained for a series of years through the analysis of fisheries data but not thresholds have been set due to lack of a stock-recruitment relationship.
GES description D3C3 Population age/size distribution (3.3, 3.3.1, 3.3.3, 3.3.4)
Good ecological status is achieved when the size and age distribution of the stock reflects its good health.
To the purposes of implementing the Initial Assessment GES has been defined as the following: "GES is achieved when all commercial species show stable or significant positive trends of the 95% percentile of the fish length distribution observed in scientific trawl surveys" applying a preliminary threshold of 100%. However, the overall practical evaluation of the applied process in the Italian seas highlighted that this kind of preliminary threshold might need to be revised, taking into account several issues, including, among the others, the outcome of the still ongoing process on CFP reform. All these aspects, therefore, should be duly considered to assess, as appropriate, the preliminary threshold to be used for GES.
