Monitoring strategy description
Cyprus implemented the program code MALCY-D07 in the geographical area of MAL-CY-MS to monitor construction projects related to changes in the marine environment (hydrodynamics of the marine currents, dispersion of pollutants, etc.). Under this program is the sub program MALCY-07-01 that monitors the man-made structures and discharges. This sub program was conducted along the Cypriot coastal waters. The indicative species used in the monitoring was Posidonia oceanica. The monitoring program followed the MSFD criteria and indicators of spatial characterization of permanent alterations, extent of area affected by permanent alterations, impact of permanent Hydrographical conditions, spatial extent of habitats affected by permanent alteration; and UNEP/MAP (2013) criteria and indicators of location and extent of the habitats impacted directly by the alterations and/or the circulation changes induced by them (footprints of impacting structures), areal extend of coastal erosion and coastline instability, and length of coastline subject to physical disturbance due to the influence of manmade structures. The DFMR (2020) report identified four heavily modified coastal water bodies which covered 10.5% of the entire Cypriot coastline. The report also identifies the total Cypriot coastline covered by artificial infrastructure to protect vessels and/or coasts/beaches from erosion (total length: 40.1 km; total area: 2.8 km2 [7.8%]). The waste discharges into the Cypriot coastal waters include brine from desalination plants and cooling water from one winery, power stations, and one recycling of petroleum products plant. These are regulated through permits from the applicable Cypriot Ministry.

Gaps and plans
In order for Program D7 – Hydrographical Changes to achieve compliance with GES, the primary recommendation is for Cyprus to reactivate program MALCY-D07 and sub program MALCY-07-01 to allow for the continuation of a suitable baseline to which historical and future impacts can be robustly assessed. It is also recommended that Cyprus perform a comprehensive environmental sensitivity index (ESI) analysis of its entire coastline at a frequency of every five years. The ESI analysis should consist of mapping, classification, and ground-truthing exercises. Mapping and classification exercises can be conducted primarily by desktop analysis of existing satellite imagery, much of which is updated within the time frames recommend here and is publicly available (i.e. Google Earth). Ground-truthing exercises can be conducted using site visits and commercially available and relatively inexpensive drones that provide high-quality imagery and pan and zoom capabilities. Conducting the ESI analysis at the recommended five-year frequency schedule will allow for a robust assessment and comparison of changes in land use, impervious surfaces, and point source and non-point source discharge sources along the coastline. Relatively frequent ESI mapping from the coastline to approximately 2 km inland could eventually allow for the conduct of a correlation analysis between anthropogenic development along the coastline, changes in hydrology, and climatic patterns over period of time that are long enough to tease out trends without the confounding factor of short-term variability such as seasonality or general weather patterns. Hydrographical changes of the offshore region can be assessed through records provided by oil and gas operators. The “Guidelines for an Offshore Environmental Baseline Survey for Oil & Gas Exploration Activities in Cyprus” requires operators to collect hydrographical casts (i.e. temperature, salinity, dissolved oxygen, pH) at several locations within their concessions during baseline studies. These records can be collated into a central database and compared over time to investigate any potential long-term trends in the offshore hydrographical conditions over time.

Programme description
The Cyprus hydrographical changes monitoring programme focuses on state/impact and pressure characteristics that describe the section of the marine environment that is occupied by hydrographically-altering man-made structures and discharges. It addresses some indicators of Ecological Objectives 07 (hydrographical conditions) and 08 (natural dynamics of coastal areas) adopted by the Contracting Parties of UNEP/MAP (2013).

Sea level monitoring is quite important for assessing environmental state of the Adriatic Sea, including potential changes in hydrographic conditions which are being reflected in sea level differences over the basin. Also, sea level changes are an indicator of man-mad pressures on the system, including climate change, which are predicted to be quite strong over the Adriatic and Mediterranean Seas.
Sea currents would be measured in the following ways: - Self-contained current meters. Current meters will be anchored at the bottom of the sea, protected in metal and concrete housing. Installation and extraction of the electricity meter will be performed every 6 months. - Current meters installed on research ships. Marine current meters will be included during each exploration cruise and will measure the vertical current profiles along the route of research ship movement . - high frequency radars. There will be two HF radar stations positioned so that the measurements cover the area in which the GES is monitored, and by a combination their measurements will yield continuous measurements of surface sea currents.

Al recoger información ambiental de todas las fuentes no se define un método de monitorización específico en este programa. Se combinan fuentes de información muy diversas, incluyendo sensores autónomos en boyas, instrumentación en buques oceanográficos, sensores remotos, análisis de muestras y resultados de modelos.
Sea level will be measured continuously at tide gauges located in Stari Grad (island of Hvar), Vela Luka (island of Korčula) and Sobra (island of Mljet), with a time resolution of 1 minute.
Along the Split - Gargano profile, current measurements using ADCP Acoustic doppler curren profiler installed on the research the ship would be performed once a month (12 times a year), or simultaneously with the measurements of temperature, salinity and transparency on the specified profile. Measurements by automatic measuring systems and instruments for measuring surface currents would be performed continuously with with a time resolution of at least 1 hour.
Temperatures, salinity and transparency will be measured in coastal waters four times a year, and more often if necessary, and certainly as much as predicted by Descriptor D5, along the Split - Gargano profile (Palagruža profile) measurements would be performed once a month (10 times a year) , and in the South Adriatic and on the Jabučki profile measurements would be carried out 4 times a year (seasonally). In the northern Adriatic at the eastern stations of the profile from Rovinj to the mouth of the river Po measurements should perform at least 6 times a year, and more often if necessary, and certainly as much as provided by Descriptor D5. The amount of suspended matter will be sampled in the surface and bottom layers of the water column and at a depth of 10 m during field trips.

Para el indicador A-03-01 se utiliza la relación de actuaciones en la costa de las aguas marinas españolas suministrada por el Ministerio para la Transición Ecológica y el Reto Demográfico y que contiene, para cada actuación ejecutada por la DGCM, entre otros campos, la provincia, el municipio, el estado (terminada, en ejecución y programada), la localización geográfica, la ruta en la web para obtención de información adicional y la fecha de finalización. Los volúmenes de sedimentos empleados en la alimentación de playas a los que hace referencia el indicador A-03-02 se caracterizan a partir del Inventario de Extracciones de Arena en España facilitado por el Ministerio para la Transición Ecológica y el Reto Demográfico. Este inventario incluye información proporcionada por las diferentes Demarcaciones o Servicios de Costas referente al tipo de extracción (yacimiento submarino, reacomodación de arenas, uso de material dragado portuario, arena de cantera terrestre y otros), al volumen extraído y al lugar de depósito de las arenas. La información sobre infraestructuras de defensa costera (indicador A-03-03) se elabora por el CEDEX mediante una actualización de la línea de costa artificial del Instituto Hidrográfico de la Marina utilizando la ortofotografía más reciente del Plan Nacional de Ortofotografía Aérea.
Se solicitará a las autoridades competentes información sobre la localización, superficie sellada y tipología de las nuevas infraestructuras mar adentro construidas durante el periodo de interés.
Los datos de la localización de las salinas se obtienen de la Base Topográfica Nacional a escala 1:25.000 (hojas BTN 25) del Instituto Geográfico Nacional. Los datos se analizan utilizando herramientas GIS.
La información sobre la extracción de agua de mar se obtiene de varias fuentes: las extracciones para abastecimiento y regadío se consultan en los Planes hidrológicos de cuenca; la Secretaría General de Pesca dispone de información sobre piscifactorías y ACUAMED facilita datos de explotación de las desaladoras de agua de mar gestionadas por esta empresa pública. Los datos de otras industrias proceden del Registro Estatal de Emisiones y Fuentes Contaminantes del MITECO.
La información procederá del Ministerio para la Transición Ecológica y el Reto Demográfico y de las compañías eléctricas.
Se analiza la información generada por las distintas autoridades responsables en el marco de sus competencias, esto es: Puertos del Estado y las autoridades portuarias facilitan información relativa a las modificaciones de los puertos que conlleven la creación/modificación de infraestructuras portuarias o que den lugar a nuevas áreas del fondo marino selladas. En cuanto a las modificaciones de puertos autonómicos, estas se identifican haciendo uso de la comparativa de fotografías aéreas en distintos años procedentes del Plan Nacional de Ortofotografía Aérea. Para realizar este análisis se utilizan herramientas GIS.
Se realiza la recopilación de información bien mediante su petición a los organismos responsables bien mediante la consulta de información publicada. Así, los datos de los establecimientos turísticos se obtienen del Instituto Nacional de Estadística y de los institutos de estadística de las comunidades autónomas; las infraestructuras en las playas procede de la Guía de playas del Ministerio para la Transición Ecológica y el Reto Demográfico; la información sobre el número de puertos deportivos y sus amarres procede de las comunidades autónomas y de las autoridades portuarias, ya que en algunos casos llevan la gestión de los puertos deportivos; las modificaciones de puertos autonómicos se identifican haciendo uso de la comparativa de fotografías aéreas en distintos años procedentes del Plan Nacional de Ortofotografía Aérea; y las zonas de fondeo en playas procede de la Guía de playas del Ministerio para la Transición Ecológica y el Reto Demográfico. Se lleva a cabo un análisis espacial y temporal de la evolución de los citados parámetros cuando su nivel de desagregación lo permita utilizando herramientas GIS.

El programa trabajará preferentemente a partir de resultados elaborados sobre la variabilidad a gran escala, canalizando a su vez la información ambiental generada a partir de la estrategia marina hacia los sistemas de observación regional y global. En este sentido el programa sirve de enlace entre el servicio marino Copernicus CMEMS y la estrategia marina, tanto analizando la adecuación de los productos operacionales disponibles a las necesidades de los diferentes programas y demarcaciones como tratando de canalizar los datos ambientales obtenidos en los programas de monitorización de las estrategias marinas a los sistemas y reservorios globales de información.
La procedencia de la información de los diferentes aspectos tratados en el programa se detalla a continuación: • Ampliaciones y demoliciones realizadas en los puertos de interés general y en los puertos autonómicos: se indica en el programa ES-A-21 Infraestructuras portuarias. • Construcción y retirada de espigones y diques exentos: se indica en el programa ES-A-03 Defensa costera y protección contra las inundaciones. En el cálculo de la superficie afectada por los espigones se han considerado estos en toda su longitud y únicamente su parte emergida. • Arrecifes artificiales instalados: se indica en el programa ES-A-04 Infraestructuras mar adentro (excepto las destinadas a explotación de petróleo, gas o energías renovables). La superficie considera el polígono arrecifal y no la superficie ocupada por cada módulo instalado por lo que este dato se considera como superficie máxima sellada por el arrecife artificial. • Infraestructuras instaladas mar adentro: se indica en los programas ES-A-04 Infraestructuras mar adentro (excepto las destinadas a explotación de petróleo, gas o energías renovables) y ES-A-07 Extracción de petróleo y gas. • Sedimentos extraídos del fondo marino para regeneración de playas: se indica en el programa ES-A-06 Extracción de minerales. • Dragados portuarios: se indica en el programa ES-A-05 Dragados portuarios operacionales y vertidos de material dragado. Además, se tratará de estimar la superficie realmente afectada por esta actividad en base a datos AIS, facilitados por SASEMAR. • Creación de playas artificiales: cálculo de la superficie perdida utilizando ortofotografías. Los datos se analizan utilizando herramientas GIS.

Les données contextuelles sont générées par modélisation numérique hydrodynamique. Des données in-situ pourraient venir en complément mais cela reste encore à explorer.
Ce sous-programme repose sur des dispositifs de collecte (e.g. base de données, règlement, contrôle, étude d'impact, enquête, infrastructure de données...) permettant de fournir régulièrement un ou des jeux de données relatifs aux activités, aux usages ou aux politiques publiques. Le dispositif de collecte utilisé fournit des données d'emprise et type des aires marines protégées considérées comme ZPF - Informations sur la continuité écologique, dont localisation des obstacles artificiels à l'écoulement des eaux de surface en Métropole et existence éventuelle d'un dispositif de franchissement

Monitoring dinamike (Prostorska in časovna variabilnost valovanja, tokovanja in višine morja) in temperature morja je del hidrološkega monitoringa površinskih voda v okviru spremljanja stanja za oceno hidromorfoloških elementov kakovosti skladno z ODV. Spremljanje fizikalno-oceanografskega stanja morja poteka skladno z ARSO pridobljenimi QA in QC ISO standardi 9001 in standardi mednarodnih strokovnih združenj (Bat s sod., 2016).V okviru programa Monitoring hidrografskih sprememb morskega dna in vodnega stolpca (vključno z območji v bibavičnem pasu) se spremlja naslednje fizikalno-oceanografske parametre: -Prostorska in časovno variabilnost temperaturetemperatura (C) -Prostorska in časovna variabilnost valovanja -značilna višina valov (m) -maksimalna višina valov (m) -smer valovanja (°) -perioda valovanja (s) -Prostorska in časovna variabilnost tokovanja -jakost morskih tokov na določeni globini (m/s) -Prostorska in časovna variabilnost višine morja o višina gladine morja (m). Podrobnejša vsebina metodologije za spremljanje hidrografskih razmer je navedena v okviru Programa hidrološkega monitoringa površinskih voda za obdobje 2016–2020. Spremljanje vrstne sestava in številčnost ali biomase vrst bentoškega habitatnega tipa ter obsega bentoškega habitatnega tipa za posamezne bentoške habitatne tipe se izvaja v okviru strategije Monitoring biotske raznovrstnosti (D1, D4, D6) programa Monitoring bentoških habitatnih tipov, kjer je tudi podrobnejši opis metodologije.
