Integration rule description for criteria
HIE_NWEi: If a primary criterion cannot be assessed for a species due to a lack of data then the resultant assessment of that criterion for the species cannot be assigned a status (i.e. it is ‘not assessed’). Where the species is only assessed with the primary abundance criterion, if data are missing for this criterion, the species cannot be assigned a status. It also means that the Member State should take action on monitoring and assessment tools to ensure that at the next update under Article 8 MSFD an assessment can be undertaken.
At least D1C1 and D1C4 (50%) have to be fulfilled for both species to achieve GES. If one species is missing in the area (D1C4), GES cannot be Good. GES cannot be assessed only on the basis of D1C5.

For assessment and integration of environmental status it is essential to collect a wider/diverse set of data, filling gaps for a precision assessment. the suggested integration rule OOAO (WG BEA, 2017) could offer a reliable and robust integration method if the status of each element, criterion, indicator could be assessed with a very high degree of confidence, this is rarely the case.
