Integration rule description for criteria

For the status assessment, evaluation results for fishing mortality (criterion D3C1) and spawning stock biomass (criterion D3C2) are integrated per stock according to the "one out - all out" principle. An assessment of the overall state of fish stocks can currently not be carried out.

The condition of the stock is evaluated by integrating the evaluations of criterion D3C1 and/or criterion D3C2 obtained for this stock. The integration method used is the "One Out All Out" (OOAO) method. This means that all criteria assessed must be within values describing maximum sustainable yield.
Environmental targets from the initial assessment have been updated in light of the Commission Decision (EU) 2017/848 amending Commission Directive (EU) 2017/845. Ireland now proposes the following targets based ion the revised Common Fisheries Policy Regulation (EU) 1380/2013. The Threshold value for the proportion of stocks being compatible with GES is 100% following the Common Fisheries Policy Regulation (EU) 1380/2013.

D3T1 the fishing mortality rate of populations of commercially exploited species is at or below levels which can produce the maximum sustainable yield (MSY).

D3T2 the spawning stock biomass of populations of commercially exploited species are above biomass levels capable of producing maximum sustainable yield (MSY).
D3C1 and D3C2 must be both in GOOD in 100% of the elements assessed.
GES classification was based on the integration of the assessment according to the values set for criteria D3C1 and D3C2. The method of integration used for the assessment of GES was ?One All Outside? (OOAO). The overall assessment for each stock was classified in: GES achieved, when both criteria (D3C1 and D3C2) were within the defined range for reference values
In order to achieve good environmental status, all criteria should be at the specified levels in relation to the established limit values. The degree of integration between the 3 criteria is the stock. Since D3C3 is not operational for stocks with quantitative analytical assessment (group (a)), the ICES recommendations (ICES, 2016b) have been followed. ICES, 2017b) and this criterion was not considered in integration for the assessment of good environmental status of stocks. The classification of each BEA stock was based on the integration of the assessment according to the values set for criteria D3C1 and D3C2.
The classification used to determine the GES for the stocks with the validated analytical assessments and known biological points (13 species) was based on the integration of the assessment to the values of D3C1 and D3C2.The integration method for this species group was OOAO. Thus, the overall assessment for each stock was classified in: GES achieved, when both D3C1 and D3C2 are within the reference band
